European Public Tender for the Concession Public Transport by Bus and Car Zeeland ("Concession Public Transport Zeeland 2025").

The start date of this Concession is 15 December 2024, which starts the Timetable Year 2025. The Concession ends (without extension) at the end of Timetable Year 2032. The Grantor may extend the Concession until the end of Timetable Year 2039.

The estimated total value for the initial term of 8 years is up to 160 million euros. There is an option to extend for another 7 years. The value of this option is not included in II.1.5.) Estimated total value.

It concerns a European Public Tender of the Concession Public Transport by Bus and Car Zeeland ("Concession Public Transport Zeeland 2025").

The Provincial Executive of the Province of Zeeland is the provider of the Concession. In view of the nature and scope of the contract and taking into account the Passenger Transport Act 2000 (Wp2000) and the Passenger Transport Decree 2000 (Bp2000), the Concession Provider follows a Tender procedure in accordance with the European Directive of 31 March 2004, 2004/18/EC, converted for the Netherlands into the Procurement Act 2012, a Tender with the award criterion Best Value for Money.

An open procedure shall be used. In doing so, the Grantor tries to give all possible Interested Parties in the Concession the opportunity to submit a Tender. For the purposes of the present tender, these Specifications (consisting of the Procurement Guideline, Concession Decision and Programme of Requirements, and the accompanying annexes and the Notes of Information) shall be regarded as procurement regulations within the meaning of Article 50 of the Wp2000.
