The contracting authority aims to promote sustainable multimodal urban mobility and relevant adaptation measures to mitigate CO2 emissions in the Municipality of Târgoviște. The specific objective of the investment is to arrange the infrastructure that will allow bicycle movement (the sectors will be integrated with the existing bike lanes in the municipality, as well as the modernization/expansion of the lighting system along the infrastructure), develop intermodal public transport terminals (urban/county/inter-county), arrange Park&Ride type parking lots, develop the necessary infrastructure for the use of electric and hybrid vehicles, as well as create pedestrian routes that will lead to the development of intermodality. Contract no. 232/05.05.2025 has been signed with ADR Sud Muntenia as the Management Authority for PRSM, funding granted through PRSM 2021-2027, Priority P3: A region with sustainable urban mobility, Specific Objective 2.8: Promoting sustainable multimodal urban mobility, as part of the transition to a zero carbon emissions economy, Operation A – Support provided to municipalities that are county capitals, including their functional urban areas, from the South Muntenia region, for investments in sustainable multimodal urban mobility operations. The contracting authority will respond clearly and completely to all requests for clarification/additional information addressed by economic operators on the 11th day before the deadline for submission of offers, according to article 161 of Law no. 98/2016, in conjunction with article 27 paragraph (3) of HG 395/2016, as long as these requests are made until the deadline of 20 days before the offer submission deadline. Clarification requests will be sent in an editable format. According to the general estimate prepared by the designer, the estimated value of the contract is 57,656,346.95 lei excluding VAT composed of: Chapter 1 Expenditures for obtaining and arranging the land: -1.2 Land arrangement– 912,816.990 lei; -1.4 Relocation/protection of utilities - 306,819.64 lei; Chapter 2 Expenditures for ensuring the utilities necessary for the investment objective – 2,008,248.48 lei; Chapter 4 Expenditures for the basic investment: - 4.1. Construction and installations – 46,051,247.58 lei; - 4.2. Assembly of machinery, technological and functional equipment – 989,954.21 lei; - 4.3. Machinery, technological and functional equipment that requires assembly – 5,713,841.93 lei; -4.5. Equipment -558,359.40 lei; 4.6. Intangible assets- 23,406.45 lei; Chapter 5 Other expenses: 5.1 Site organization – 1,091,652.28 lei of which -5.1.1. Construction and installation works related to the site organization- 823,191.09 lei - 5.1.2. Related expenses for site organization- 268,461.19 lei. The contract clauses have provided for the possibility of contract revision according to article 221 paragraph (1) letter a), e) and f) of Law no. 98/2016, regarding non-substantial modifications related to contract values by a maximum percentage of: 1.108%. The investment involves arranging infrastructure that will allow safe bicycle movement in certain sectors of the Municipality of Targoviste according to the specifications over a length of 19.33 km, arranging a Park & Ride parking lot in the area near the municipal operator's bus base on DN 71, planting green vegetation barriers (alignments of trees and shrubs) along the main roads to reduce CO2 emissions and pollution caused by road traffic, creating dedicated pedestrian routes on Str. Stelea – between Str. Revoluției and Bd.Libertății, arranging two intermodal terminals – one located on DN 72, under the road overpass over the railway, the second on DN 71 near the municipal operator's bus base, creating priority pedestrian areas (semi-pedestrian). Along the newly arranged infrastructure, the public lighting system will be modernized/expanded.
