The Postbeamtenkrankenkasse intends to award fixed-term framework contracts for the period from 06.12.2022 to 05.12.2024 (with a unilateral two-time extension option of 12 months each) in four lots. The subject of the contracts is, on the one hand, the supply of new aids and, on the other hand, the takeover and management of existing aid pools, whereby the reuse of aids existing in the pool takes precedence over the supply of new aids.

Lot 1 provides the insured persons of the Postal Civil Service Health Insurance Fund with aids from the field of rehabilitation technology in the field of health insurance, insofar as these do not fall under Lot 3 or Lot 4. The subject matter of the contract is, on the one hand, the supply of new aids on the other hand, the management of existing aid pools in which aids from the inventory to be assigned to the members of the PBeaKK are located. If suitable, reusable aids are in the pool stock or aids from the pool stock can be converted economically (i.e. for 70% of the price of a new procurement), the reuse of aids from the pool stock takes precedence over the new procurement. The tasks of the contractor include the takeover of the existing aid pools, the administration of the aid pools, the preparation of cost estimates, if necessary on the basis of home visits to the insured, the adaptation, advice, delivery, equipping, repair and conversion of aids, as well as ensuring a 24-hour emergency service. The contractor must keep lists of the aids available in the pool stock, which can be viewed online at any time via an Internet portal for PBeaKK and are also made available to the PBeaKK in paper form - upon request.

The exact amount of the tools to be reinstated from the pools or the new ones to be supplied under this contract depends on the needs of the insured and therefore cannot yet be determined exactly. The reuse of aids from the pool stock takes precedence over the new procurement. We would like to point out that the insured persons of the PBeaKK are not legally obliged to obtain aids via the PBeaKK. Rather, they have the right to vote, where they procure the aids prescribed to them. PBeaKK can therefore not guarantee the contractor any purchase quantities. However, in connection with the approval of the aid and in its customer magazine, the PBeaKK informs its insured persons of the possibility of supply from the pool of aids or via the partner of the framework agreement. If its insured persons wish to receive this form of assistance, PBeaKK will arrange corresponding orders from the insured persons with the contractor.
