Cornwall Partnership NHS Foundation Trust is a provider of Mental Health, Learning Disabilities, Children's and Adult Community Services across Cornwall. The Trust is seeking a provider of Hard Facilities Management (FM) for the following services. 1) Estates Operations and Maintenance Service 2) Grounds and Gardens Service.
Cornwall Partnership NHS Foundation Trust is a provider of Mental Health, Learning Disabilities, Children's and Adult Community Services across Cornwall.
The Estates Operations and Maintenance Service is expected to provide an on-going managed maintenance service supporting 37 sites, owned or leased by the Cornwall Partnership NHS Foundation Trust, throughout Cornwall. The service will be responsible both fabric and Mechanical and Engineering maintenance of the sites, along with support for minor tasks on each site. In addition to these sites there will be a management/statutory compliance responsibility for a further 77 sites.
The Estates Operations and Maintenance Service will be expected to deliver:
a) Planned Maintenance (PM).
Regular inspections, servicing and tests of equipment, plant, systems, building fabric and grounds.
b) Reactive Maintenance.
Response to equipment, plant, system, building fabric and grounds defects and the subsequent repair to reinstate to an agreed condition.
c) Out of Hours Emergencies.
Provision of a reactive service to deal with faults with equipment, plant, systems, building fabric and grounds that directly affect service delivery or reaction to an emergency or urgent situation.
d) Minor New Works.
Undertaking the design, costing and implementation of small to medium, basic construction projects where the work is of a simple nature. This includes changes of use, fitting of shelves etc. and value under 7 500 GBP, where instructed by the Trust (in accordance with Trust Standing Financial Instructions).
e) Provision of information and expertise.
The provision of electronic data relating to any work undertaken on the estate, a monthly Performance Score card on activity, copies of relevant inspection reports and adhoc Department of Health requests for information, responses to safety Alerts and Freedom of Information requests.
This combination of services provided to Cornwall Partnership NHS Foundation Trust will be expected to provide a standard that meets industry best practice of customer care, professional and technical competence and expertise.
In support of both of the services identified, a Helpdesk Service will be expected to provide a single point of contact for the administration of Estates Planned Maintenance, Reactive Maintenance and Minor New Works Requests, and, if a single provider is appointed will be expected to incorporate the Grounds and garden services. This should be an easy to access electronic and/or telephone system that can be used by any staff employed by the Cornwall Partnership NHS Trust.
The Grounds and Gardens Service is expected to provide a service to the Cornwall Partnership NHS Foundation Trust across 24 sites to maintain a safe, attractive and comfortable outside environment with a maintenance regime that minimises inconvenience to all users and complies with relevant statutory legislation. In addition to this, the service provider for this service will be expected to provide a Gritting service as the weather dictates. A Helpdesk Service will be required and should be an easy to access electronic and/or telephone system that can be used by any staff employed by the Cornwall Partnership NHS Trust.
