TEK18-02 Procurement of Framework Agreements, consultancy services — RI

The Port of Drammen invites tenderers to a restricted competition for parallel Framework Agreements for consultancy services. The Contracting Authority will announce a request for participation in a pre-qualification of a minimum of 5 and a maximum of 7 tenderers for a competition for the assignments.

The aim of the contract is to ensure the Contracting Authority the necessary competence and capacity connected to the planning of the different phases and value chain in building and construction projects, as well as the same type of services for existing building and site constructions.

The Contracting Authority would like to enter into contracts with consulting companies who are multi-disciplinary within technical consultancy services. This means that the Contracting Authority would like tenderer(s) to provide services within all the relevant engineering professions. If they do not have all the necessary professions themselves, it is a prerequisite that the tenderer can provide these professions through, or together with other suppliers.

The Contracting Authority reserves the right, however, to enter into separate contracts within special professions of particularly great importance to the port, for example, geotechnics and quay constructions. Separate contracts can, therefore, be signed for such areas / professions if the Contracting Authority finds it appropriate.

The professions and services included in the framework agreement are in the document “Tender Documentation, Part II, Annex 1, Contract Basis”. Relevant professions will typically be functions such as (but not restricted to):

— RIB, RIBR, RIV, RIE, RIG, RIM, RIAK, RIX, PGL,PL, BL, HMS.

Tenderers with experience from harbour projects and with stores / logistics projects will be of particular interest.

The intention is to enter into parallel Framework Agreements with up to 2 companies (A and B contracts). The competition winner will normally be awarded the main assignments — the A contract. The tenderer who is in second place will normally be awarded work with independent inspections, where this is required, or when the main supplier does not have the capacity — the B contract.

The Contracting Authority reserves the right, however, to choose the tenderer it deems to be the most suitable for each assignment.

The Framework Agreements will be valid for 2 years, with an option for 1 and 1 additional year, to a maximum of 8 years (2 + 1 + 1 + 1 + 1 + 1 + 1).
