Provision of on-demand transport services in the district of Traunstein.
The project has the working title "Flexible On-Demand Transport Northeast" (FBNO).
The subject of the tender is the on-demand transport services in stop-related on-demand transport in accordance with § 44 PBefG in the following six municipalities:
• Fridolfing
• Kirchanschöring
• Petting
• Taching am See
• Tittmoning
• Waging am See
The start of operation of the service to be awarded is on 01.10.2023 with a term of two years and an extension option for a further two years until 30.09.2025 or optionally until 30.09.2027.
The services in the six municipalities are to be carried out as on-demand services that are not bound to a fixed timetable (stop-related on-demand services). With the planned on-demand traffic, a supplementary service will be established which, beyond the level of service on which the local transport plan is based, will ensure the "finest development" in smaller towns and hamlets of the above-mentioned municipalities.
In this type of transport, supply and demand are brought together with the on-demand transport stops via a platform using GPS-supported software. For this purpose, a booking software (app) and a telephone booking option for passengers (possibly with registration and creation of a customer account) and a scheduling system are used.
A trip request is made electronically (usually via app) or by telephone or placed at the switchboard. In both cases, an algorithm conveys the requested journey request in real time. Journey requests from passengers are bundled if they have a (partially) similar route and/or origin and/or destination points close to each other. In contrast to the classic taxi industry, this offer is not intended to provide individual transport. The on-demand vehicle processes the orders in real time. The distance traveled is calculated individually on the basis of the reported requirements. The route of the journey is therefore based on the travel wishes of the passengers, subject to the best possible bundling of the journey requests. The destinations to be controlled and the route are given to the driver by the driver app.
Passengers can book by phone at a switchboard or download the mobility app "Wohin-Du-Willst", which is already established in the district of Traunstein, free of charge from the Apple Store or Google Play Store. In the app, users enter their start and destination stops and select the number of seats they want to book and when they want to depart or reach their destination. After confirmation, the user will be shown the next possible trip and estimated time of arrival of the shuttle at the starting stop. Parallel to this process, the shuttle driver receives the order request via app. The drivers have suitable end devices in the vehicle, including software, to map the digital process. Upon acceptance of the journey, the driver receives navigation instructions from the app to pick up the booked passengers. As soon as the driver has reached the passengers and they board, the confirmation will be issued.
Customer app (WDW app with on-demand bus module), dispatching system and driver app are provided by the client. By the Contractor, only this provided solution is to be used for the performance of the FBNO service.
