The procurement notice establishes a dynamic procurement system. All candidates meeting the suitability requirements are approved for the dynamic procurement system. The candidate is not bound by enrollment in the system. A candidate can choose which contests to take place within the system. Approval of candidates for the dynamic procurement system is done by the Procurement Services of the City of Kajaani.
The Dynamic Procurement System (DPS) targets charter services for the needs of the city of Kajaani on the basis of a taxi or passenger transport licence. Services to be acquired include charter services required by city staff, trustees, and kindergartens and schools.
Charter rides can take place depending on the amount carried by taxi or bus.

The dynamic procurement system is two-phase:
1. A dynamic procurement system will be established. Participants can enroll.
2. Workwear and footwear and personal protective equipment included in the dynamic procurement system are competed by in-system competition.
Each participating member of the procurement ring shall conduct its own competition in accordance with its own needs and, as a rule, on a locality basis.
Any candidate that meets the suitability requirements can join a dynamic procurement system throughout its duration, and any candidate accepted into the procurement system may submit bids for contests. Enrollment in the scheme is not bound, but is a prerequisite for participation in tenders. The suitability conditions listed in the procurement documents shall be met throughout the procurement period.

The duration of the dynamic procurement system is 48 months.
