Description:

In a separate award procedure "Smart BB II - CAFM" (Ref .: 8407 0804 0368, see EU Announcement of 17.7.2018, Abl. 2018 / S 125-285449), the MPG is currently procuring a CAFM standard software including implementation , Customizing, project management, training and support, and service. The purpose of this contract award procedure is to assist the client in the use of the new CAFM system through catalog management, checking of plan and drawing data for CAFM conformity, CAFM data acquisition, data integration and data maintenance as well as TGA entry, startup, defect management and to support recurrent exams.

The Max Planck Society for the Advancement of Science e. V. (hereinafter referred to as "MPG" or "contracting entity") is an independent, non-profit research organization with a decentralized structure, which is currently funded by public funds and currently comprises approx. 84 institutes and other (research) institutions of different sizes, structures and tasks (hereinafter referred to as "MPG" or "Principal") "Institute") maintains. The General Administration of the MPG (hereinafter also referred to as "GV") is responsible for general administrative matters in external relations with the donors and internally with the institutes.

The Construction Department of the General Administration of the Max Planck Society e. V. (MPG-GV) is a competent public client and supervises about 80 Max Planck Institutes (MPIs). Around EUR 160-200 million are available for construction each year, with around 400 construction measures currently being implemented. In total, the building stock of the MPG is approximately 660,000 m 2 NUF 1-6.

As part of the technical-infrastructural building management, the MPG uses a company-specific FM tool "myFM" until 31.12.2018. From 1.1.2019, the modules room book and TGA systems will be replaced by an industry software with a bidirectional CAD interface to AutoCAD ADT. The tender procedure "Smart BB II - CAFM" is currently in progress (EU announcement of 17.7.2018, 2018 / S 135-308549), so that the new CAFM system is not yet known. Demanded is a best practice functionality for the common standard processes.

The award is made to assist the client in the use of this new CAFM system. An essential part of the performance of the sought-after contractor is the clean-up and restructuring of existing attribute and object catalogs in accordance with IFC 4.0 standard and according to REG-IS (Rules Information System, law firm Rödl & Partner). The catalogs must be supplemented in the area of hospital technology and the customer-specific system identification system must be integrated in the catalogs. The standard attributes of the objects of the client have to be coordinated with the CAFM-Connect Initiative, so that in the future a loss-free data exchange of BIM model data is guaranteed.

During construction, the current data must be checked for CAFM conformity by the use of an automated testing tool and integrated into the building stock. The test tool must be adapted to the client's CAFM standard by the contractor sought before starting the CAFM conformity test and updated once in early 2020. Project teams have to be trained in dealing with the client's CAFM standards.

Existing buildings and technical building systems must be recorded by site inspection with all information relevant to maintenance and servicing. Favored for this is the free CAFM Connect interface, which must be adapted to the catalogs of the client before the collection by the contractor sought here. The data exchange into the client's new CAFM system takes place via the IFC 4.0 interface.

In cooperation with a working group from the institutes and the general administration, the efficient implementation of the operator obligations has to be worked out and made available by means of an "object manual operation". In addition, a concept for half-day training for managers and their employees has to be developed. The contractor sought here must be in a position to carry out this training in its own premises and / or at Max Planck institutes.
