The subject of the present award are general planning services / planning services for the expansion of the Stadtbahn line Freiimfelder Str. in Halle (Saale), Lph 2, optionally 3 to 7. The aim of this project is to implement a double-track extension of the track systems with the associated track triangle BH I Süd, consisting of 6 switches, which ensures the connection of the depot in Freiimfelder Str., over a total length of approx. 900 m. Furthermore, the traffic facilities to be reassigned as follow-up measures for the MIV, pedestrian and bicycle traffic must be manufactured in accordance with the rules. In the section of the route there are two stops (Freiimfelder Str. out of town and depot Freiimfelder Str. in both directions), which are to be built barrier-free. HAVAG has the function of the client. The project is part of the Halle light rail programme and is being funded.
The services are awarded in stages. There is no legal claim to the commissioning of Lph 3 to 7.
The scope of services for general planning, object planning of transport facilities and other optional services is based on the Fee Schedule for Architects and Engineers (HOAI), as of 2021. The planning order includes the service phase 2 according to HOAI including all technical contributions necessary for the assessment of the route.
These are initially in Lph 2 the following services:
- Object planning of traffic facilities tracks: Lph 2
- Object planning traffic facilities Stops: Lph 2
- Object planning traffic facilities road construction, sidewalks, parking lots, LSA and traffic management and diversion: Lph 2
The contractor assumes the function of the general planner and must therefore provide all necessary services, if necessary with the involvement of subcontractors. The term specified in point II.2.7) refers to the total term including options.

There are procurement procedures for freelance services and construction services (presumably up to approx. 12 awards (allocation of part or specialist lots))
The services are provided using existing digital project management systems (central order and billing, scheduling and cost planning, data storage).
