The area "Baumschulenstraße - Köpenicker Landstraße" is to become more attractive, livelier and liveable again with funds from the urban development funding programme "Living Centres and Quarters" (formerly: "Active Centres"). To support the administration, the services of the area representative are necessary. During the 2023-2025 programme period, he/she is to support the State of Berlin in the project management and implementation of the programme, organise public relations and participation, and carry out project management for the individual measures.
The area backdrop includes the Baumschulenweg district center with the surrounding residential quarters as well as the settlement areas east and west of the Köpenicker Landstraße in the Plänterwald district.
The integrated urban development concept (ISEK) for the assisted area forms the basis for the use of subsidies as well as a central planning and management tool for administration.
The basis for the use of funding as well as a central planning and control instrument for the administration is the "Integrated Urban Development Concept (ISEK) for the Baumschulenstraße - Köpenicker Landstraße development area in the Treptow-Köpenick district" (08/2021).
The following task fields are to be worked on (in detail, see Appendix 1 to the Program Guide):
1. General tasks for the implementation of the overall urban development measure (further development/concretization of the integrated urban development concept; Cost and financing overview; Handling of the funding procedure);
2. Development and implementation of measures (participation in the preparation and implementation of projects, support for the specialist offices and other funding recipients);
3. public relations, participation, networking (territorial and action-related public relations; program-related public relations; participation structure; establishment of networking structures and strategic partnerships);
4. Coordination/process control (annual work plan, coordination and steering rounds, reporting to third parties);
5. monitoring and evaluation;
6. Special services (legal processes and approval procedures; assistance in informing and advising owners).
The area representative should ensure a regular on-site presence (4 hours/week) in the on-site office of the already installed business street management (Glanzstraße 2); the services of the area representative are to be provided in close coordination with the business street management.
The contract volume for the area representative is up to EUR 314,000 gross for the term 2023-2025 (including material costs up to a maximum of EUR 30,000.00 gross).
The Regional Representative is financed by the funding program with funds from the State of Berlin and the Federal Government in accordance with the applicable "Administrative Agreement on the Granting of Financial Assistance from the Federal Government to the States pursuant to Art. 104b of the Basic Law on the Promotion of Urban Development Measures (VV Städtebauförderung)". The administrative arrangements are concluded annually. There is a financing commitment up to and including 2025.
The project agents should be available for the entire service period so that continuous development is guaranteed in cooperation with the client and the other parties involved.
