New rental of a new main building in Essen by the police headquarters in Essen. For this purpose, the contractor must offer a plot of land and a building in the specified selection area in Essen, where he will plan, prepare and rent out the main police building to the client. The object of the contract is the conclusion of a rental contract with a building obligation for the construction of an existing building for the Essen Police Headquarters. The invitation to submit a proposal provides a functional service description with the client's requirements for the rental property.

The state of North Rhine-Westphalia (NRW), represented by the Ministry of the Interior of the State of North Rhine-Westphalia (IM NRW), which is represented by the Essen Police Headquarters, intends to rent a new main building for the police headquarters.

The project is to be realized through the conversion, extension, renovation and modernization of an existing property so that the deadlines for the completion of the property can be met. For this reason, it is not possible to rent a new building that is yet to be built in its entirety; this does not apply to the required parking spaces, which can also be accommodated in a new building (e.g. parking garage).

The object of the contract is the conclusion of a rental contract for a main building designed according to the client's requirements in a more precisely defined selection area. The lease should have a term of 20 years, with the option for the client to extend the contract once by five years. The rental property should be handed over by December 13, 2024 if possible, but may not take place later than March 31, 2025. The sole use of the building is desirable, but not absolutely necessary. For example, sharing with another authority is conceivable. If the property or building is shared with other users, it must be ensured in any case that the client is housed in a self-sufficient, separately developed part of the building and that the client's usable areas are coherent.

According to the approved room program, the new main building requires approximately 11,900 m² of required program space. Taking account of ancillary areas, traffic areas, technical functional areas, etc., a gross floor area of approximately 21,400 m² GFA (a) (without underground parking) can be assumed, depending on the design. The program area comprises the police station, detention, control center, a criminal investigation center, office space for different departments, which have different relationships with each other and must be arranged to one another according to the client's request, as well as other police-specific rooms and areas in Outdoor area for a waste collection point/container setup and two-wheeler parking spaces. In addition, 400 car parking spaces and 80 bicycle parking spaces are required. A detailed individual room program and functional diagrams will be attached to the call for tenders.

The new main building must be within the defined selection area. For police tactical reasons, the selection area has been defined in such a way that synergy effects can be achieved through proximity to the existing police headquarters at Theodor-Althoff-Str. 4 in Essen. In addition, the property must be accessible via a public road with at least two directional carriageways as well as via a two-lane property entry/exit and a single-lane emergency entry/exit, whereby both accesses for entering and leaving the property must be or must be permitted. Ultimately, the property must meet all specified minimum criteria.

Since the new location is of particular importance for the client and the indication of the land with buildings is an indispensable prerequisite for submitting an initial offer in the negotiated procedure, he will only ask applicants to submit an initial offer who already prove with their application for participation that they have a first offer. have suitable land with a building on and in which the functions of the new main building for the police headquarters can be adequately accommodated in the future. Applicants are free to name several suitable properties with buildings with their application for participation. If several plots of land with buildings prove suitable, the applicant must decide which of his suitable properties with buildings he wishes to submit an offer for after being invited to submit a bid. If the applicant only names a suitable piece of land with a building in his application for participation, he is also free to make another suitable plot of land with a building the subject of his first indicative offer; a change of land with a building is therefore possible until the first indicative offer is submitted. The contractor must also be the owner of the property with the building or a heritable building owner at the latest when the leased property is handed over, on and in which the new main building is being prepared.
