Description:
Delivery, implementation and integration of IT systems with the launch of e-services as part of the project "Development of electronic services in the City of Łomża"

1.The subject of the contract is the supply, implementation and integration of IT systems with the launch of e-services under the project "Development of electronic services in the City of Łomża".

2.The order includes:

• delivery of a server with an operating and database system,

•ensuring interoperability and integration of the Office's internal systems,

• expansion of the Office's internal systems with elements necessary to provide e-services,

• delivery and implementation of the Central Platform of e-Services software,

•development of e-services,

•digitisation of registers,

• making registers available on the Central Platform of e-Services and via API,

•user training.

3. The Contractor is obliged to pay a deposit in the amount of PLN 30,000.00 (in words: thirty thousand 00/100 zlotys).

4. Procurement procedure: open tender - pursuant to Article 132 of the PPL.

1. The subject of the contract is the delivery, implementation and integration of IT systems with the launch of e-services under the project "Development of electronic services in the City of Łomża".

2. The contract includes:

• delivery of a server with an operating and database system,

• ensuring interoperability and integration of the Office's internal systems,

• expansion of the Office's internal systems with elements necessary to provide e-services,

• delivery and implementation of the Central Platform of e-Services software,

• development of e-services,

• processing of registers into digital form,

• making registers available on the Central Platform of e-Services and via API,

• user training.

3. A detailed description and conditions for the performance of the subject of the contract, including the detailed scope of the Contractor's obligations, is included in Annex 11 to the SWZ (Detailed description of the subject of the contract) and in Annex 10 to the SWZ (Model contract).

4. The requirements concerning the form and method of submitting the document, which is the sample and the method of its examination on the basis of scenarios, are described by the Contracting Authority in Annex 12 to the SWZ.

5. The Contracting Authority provides for the application of the so-called reverse procedure referred to in Article 139 (1) of the Pzp Act, i.e. the Contracting Authority shall first examine and evaluate the tenders and then make the subject qualification of the Contractor whose offer has been highest-rated, in the absence of grounds for exclusion and compliance with the conditions for participation in the proceedings.

6. Pursuant to Article 65(1)(4) of the PPL, the Contracting Authority waives the requirement to use electronic means of communication in respect of a part of the offer – a sample of the offered Application Software constituting the evidence in question, referred to in the SWZ in Chapter V(1)(a). A sample of the offered Application Software shall be submitted via a postal operator within the meaning of the Act of 23 November 2012 – Postal Law (Journal of Laws of 2022, item 896, as amended), in person or via a messenger to the address of the Ordering Party.

7. The Purchaser does not allow the submission of partial offers.

8. The Contractor whose offer is selected as the most advantageous will be required to lodge, before the conclusion of the contract, a performance bond in the amount of 5% of the total (gross) price specified in the offer.

9. The contracting authority does not provide for the award of contracts referred to in Article 214(1)(7) and (8) of the PPL.

10. Contractors shall be excluded from the procurement procedure in relation to which any of the circumstances referred to in Article 108(1) of the PPL Act or Article 109(1)(1)-(10) of the PPL Act applies.

11. Contractors who are not subject to exclusion pursuant to Article 7(1) of the Act of 13 April 2022 on special solutions for counteracting support for aggression against Ukraine and serving to protect national security (Journal of Laws of 2023, item 129, as amended) may apply for the award of the contract.

12. The Contracting Authority shall apply the provisions of Article 5k(1) of Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in connection with Russia's actions destabilising the situation in Ukraine (Journal of Laws of the European Union, L. of 2014, No. 229, p. 1, as amended), taking into account Article 5k(2), (3) and (4) of the aforementioned Regulation.
