According to the Air Quality Ordinance (2010: 477) (the MKN Regulation), Swedish municipalities are responsible for the control of the environmental quality standards for outdoor air. This responsibility can be implemented in several ways, firstly, they can carry out the control themselves, and secondly consult a consultant for this, they can also form part of an air care association or cooperate with other municipalities in other forms. Some municipalities combine these variants in different ways, ie. measures, for example, both on its own and included in the air care association.

The Eastern Swedish Air Service Association (ÖSLVF) performs inspections of outdoor air in accordance with current regulations in the collaboration area (the entire Gävleborgs, Stockholm, Uppsala and Södermanland counties). The ÖSLVF provides regional measurements, emission databases, distribution models and system software to meet the requirements of the EIA Regulation.

The procurement concerns the operation of the ÖSLVF's air environment monitoring system in Stockholm, Uppsala, Södermanland and Gävleborg counties in accordance with the requirements specification and a Framework / call agreement which means that a member of the Client must be able to call off air environment services with the support of the contractor. .
