The subject of the contract is a service entitled: comprehensive winter maintenance of district roads of the Żywiec County in the period from 01.11.2023. until 15.04.2024; from 01.11.2024 to 15.04.2025; from 01.11.2025r. to 15.04.2026r. The order was divided into 2 parts.
Comprehensive winter maintenance of county roads and sidewalks in the Gilowice Commune1) Lot No. 1. Comprehensive winter maintenance of roads and pavements in the Gilowice Commune with the following lengths:
roads: 10,993 km including: 5,632 km - III standard
5,361 km - IV standard
in accordance with the list of district roads, constituting Annex 10a to the SWZ
Sidewalks: 4,274 km
1. The winter road maintenance service consists of:
- snow removal of roadways and sidewalks of district roads,
- removing winter slipperiness (black ice),
- removal of snow from district roads running through cities and other built-up areas, in the area of which there is a road with a street cross-section (curbs, sidewalks) and other places determined by an employee of the District Road Administration in Żywiec in accordance with point 5.4 and 5.5 SST - snow removal and cleaning works after the end of the winter action consisting in the removal of roughening materials from county roads and sidewalks within 30 days after the end of the winter action in accordance with point 5.12 SST – combating winter slippery conditions on the road.
2. The following types of winter action are envisaged:
- active action,
- passive action,
- intervention (suspended action).
3. Detailed information on the type of actions carried out and the Contractor's obligations related to the winter maintenance of roads and pavements are included in:
1) Detailed technical specification for snow removal of the road – Annex No. 11a to the SWZ;
2) Detailed technical specification on combating winter slippery conditions on the road – Annex No. 11b to the SWZ;
3) Detailed technical specification for sidewalk maintenance – Annex No. 11c to the SWZ.
4. The type of action carried out on a given day and on a given road (active action, passive action and intervention action) shall be decided by the Contracting Authority.
5. The correctness and actual scope of the implementation of the subject of the Agreement by the Contractor shall be monitored by the Contracting Authority via a GPS device.
6. The contracting authority requires that drivers assigned by the contractor or subcontractor to perform the following activities: driving vehicles (ploughing machine, wedge plough, rotor plough) are employed by the contractor or subcontractor on the basis of an employment relationship.
The provision of services being the subject of the contract will take place from the date of signing the contract, but not earlier than from 01.11.2023 to 15.04.2024; from 01.11.2024 to 15.04.2025; from 01.11.2025 to 15.04.2026, subject to point 2, divided into the following seasons:
1) season I: 01.11.2023 – 15.04.2024;
2) Season II: 01.11.2024 – 15.04.2025;
3) Season III: 01.11.2025 – 15.04.2026
The commencement of the winter road maintenance action (ZUD) will take place at the written request of the Ordering Party.
Comprehensive winter maintenance of county roads and sidewalks in the Świnna Commune1) Part No. 2. Comprehensive winter maintenance of district roads and sidewalks in the Świnna Commune with the following lengths:
roads: 16,154 km including: 16,154 km - IV standard
in accordance with the list of district roads, constituting Annex 10b to the SWZ
Sidewalks: 1,836 km
1. The winter road maintenance service consists of:
- snow removal of roadways and sidewalks of district roads,
- removing winter slipperiness (black ice),
