ETNIC regularly uses consultancy services to accompany it in its missions at the service of the Wallonia-Brussels Federation, either for skills it does not have within it or because internal resources are insufficient to ensure the scale of the missions.

This Framework Agreement is a development-oriented framework service agreement for IT assistance.

It is composed of 10 lots and is structured as follows:

- LOT 05: UX Design Consultant (s) Services

- LOT 08: HRIS PMO Consultant (s)

- LOT 09: HRIS Consultant (s) Accompanying Services

- LOT 10: HRIS Analyst Consultant (s)

Some of these lots were already present in the 2019/5206 framework agreement awarded at the end of 2018 and early 2019. The ceiling of this framework agreement for the lots concerned (such as current lot 7) is reached (or in the process of being) and that is why these lots are being relaunched right now.

The initial total amount of this framework agreement is estimated, subject to all reservations, at a minimum of €6,388,429.75 excluding VAT (€7,730,000 including VAT) and a maximum of €63,884,297.52 excluding VAT.

Consultant services in the implementation of the EGL programming language for WEB interfaces, BATCH programs and WEB services.

Consultant services in the analysis of the evolution of the HR tool and processes and the integration of HR modules.

Consultant services in the implementation of the PYTHON programming language, Zope, Plone and HubSessions technologies (open-source product).

Consultant services in the implementation of the Hypertext Preprocessor programming language, better known by its PHP acronym used to produce dynamic web pages via a server.

Consultant services in the analysis and integration of the Electronic Archiving System.

Consultant (s) services to support ETNIC in identifying needs and maturing requests via the Design Thinking methodology.

Consultant services to support ETNIC in its transformation towards Agility.

Consultant (s) services in analysis and programming based on the Windev language.

Services of consultant (s) in methodological and strategic supports in the management of the HRIS project portfolio (Human Resources Information System).

Services of consultant (s) in the work of project preparation, organization and change management of an HRIS.
