The background for the procurement is that the awarding authority as area concessionaires in Norway is obligated to implement Smart Metering System (AMS) (AMS) in accordance with the regulations 11.3.1999 no. 301. All area concessionaires in Norway are through this regulation obligated to implement AMS for their distribution grid customer. The awarding authority would like to enter into a contract with a service provider that can provide a total delivery consisting of project management, fulfilment responsibility, services and technology. The contract consists of the procurement of distributed components for metering and communication, as well as outsourced service operation. The awarding authority will enter into a contract with a service provider that can have total responsibility for the establishment of AMS in the awarding authority’s concession area, as well as the following operation of the system.
