In order to maintain the operation of the Kölner Verkehrsbetriebe (KVB) for as long as possible in the event of flooding, fast-closing safe stationary flood closures are to be installed at four tunnel portals in the Cologne city area, which prevent the underground tunnel and the operating technology from filling up in the event of a flood and enable a timely resumption of light rail operations. In particular, this requires services in the areas of solid construction (especially concrete renovation), hydraulic steel construction and electrical and mechanical engineering.
The subject of the present tender is the tunnel portals at Perlengraben, Mindener Straße, Deutz-Kalker-Straße and Amsterdamer Straße; the designation and exact location of the ramps can be found in the tender documents.
The flood protection systems are implemented by means of two types of doors, which are designed differently depending on the ramp. For example, due to the local conditions, a double-wing impact gate is to be installed on Amsterdamer Straße, while the other three ramps are equipped with folding gates with electric lifting cylinders (EHZ). In addition, an architectural design of the above-ground construction is to be carried out on three tunnel portals (folding gates and EHZ) in order to integrate it harmoniously into the cityscape.
Due to the slightest disruption to the operation of the railway, the construction and installation of a closure system is necessary after consultation with the operator per year, so that the closure system at Perlengraben is to be erected in 2025, the closure system at Mindener Straße in 2026, the closure system at Deutz-Kalker-Straße in 2027 and the closure system at Amsterdamer Straße in 2028.
Due to the necessity of work in the track area, it is essential to observe the specifications and closure times of the KVB during execution. During the closure periods, the activities must be carried out in their entirety. Since the affected KVB lines are centrally important traffic axes in Cologne, the various closure times are minimized to the bare minimum. Non-operational work can be carried out during operation (type 1). After approval, short-term work (approx. 2 hours) can be carried out in compliance with the applicable regulations during the nightly breaks in operation of the KVB (type 2). Work that requires a complete closure of light rail operations on the respective line(s) (type 3) may only be carried out during the school holidays of the respective year, i.e. during the 2 weeks of Easter holidays, 6 weeks of summer holidays and 2 weeks of autumn holidays. Depending on the concept of the bidder, the work can be carried out during this time in 2-shift operation and, after approval, also in 3-shift operation. All services are to be adapted to the respective operating situations of the Kölner Verkehrs-Betriebe (KVB).
Details of the timetable and technical specifications of the doors can be found in the tender documents; Among other things, the bidders will be provided with a structurally tested implementation planning for hydraulic steel construction, mechanical engineering, solid construction as well as electrical and communications engineering and the design of the respective ramps as a basis for their offers.
