The state of North Rhine-Westphalia (NRW), represented by the Ministry of the Interior of the State of North Rhine-Westphalia (IM NRW), which is represented by the Münster Police Headquarters, intends to rent a new regional training center.
The project can be realized by planning and new construction of a property that is specifically tailored to the client's needs. Renting an existing property is excluded; this does not apply to the required parking spaces, which can also be accommodated in an existing building.
The object of the contract is the conclusion of a rental agreement for a regional training center to be set up according to the client's requirements in a more precisely defined selection area. The lease should have a term of 20 years, with the option for the client to extend the contract once by five years. The rental property is scheduled to be handed over between summer 2025 and spring 2026.
For the Regional Training Center, a plot of approximately 30,000 m² is expected to be required, whereby the above size specifications should provide an initial orientation for the required plot size. This property essentially accommodates a training facility, a shooting range with shooting ranges of different lengths (three 25m shooting ranges and one 100m shooting range that can be traveled on), a training house with a drivable hall and ring road, an AMOK/TE training hall as well as outdoor facilities and 75 parking spaces. These uses must be arranged on a contiguous property. The gross floor space of the buildings totals approx. 10,000 m². Due to the dimensions of the shooting range, the property should be approximately 150 m long and at best (approximately) rectangular.
Due to the special requirements of the police shooting range experts in the state of North Rhine-Westphalia for the planning and execution of shooting stations, and particularly for ventilation technology, the planning of technical equipment plays an important role in this project.
The new Regional Training Center must be located in the selection area specified by the client. Since the new location is of particular importance for the client and the indication of the land plot is an indispensable prerequisite for submitting an initial offer in the negotiated procedure, he will only ask applicants to submit an initial tender who already prove with their application for participation that they have a suitable land on which RTZ can be adequately housed in the future. Applicants are free to name several suitable properties with their application for participation. If several properties prove suitable, the applicant must decide which of his suitable properties he wishes to submit an offer for after being invited to submit a bid. Should the applicant name only one suitable property in his application for participation, he is otherwise free to make another suitable property the subject of his first indicative offer; it is therefore possible to change the property until the first indicative offer has been submitted. The contractor must also be the owner or heritable owner of the land on which the new Regional Training Center will be built at the latest when the leased property is handed over.
