As a municipality, we have a support offer for VVE's. VVE's receive help with their sustainability process. The current contract that has been tendered multiple times expires. A more intensive guidance process is necessary to help owners' associations become more sustainable. This may be beyond European procurement boundaries.

It is difficult for owners' associations to take action in the field of sustainability. At national level, owners' associations can make use of subsidies for energy advice and for taking sustainable measures. There is a financial offer for this from the Netherlands Enterprise Agency (RVO) and there are also possibilities via the Heat Fund. However, the road to this is not self-evident for HOAs. HOAs have to take out a loan, or the subsidy is only granted afterwards, which raises an additional threshold. The property is shared property and decisions must be made jointly. These decision-making processes take a long time at an HOA. In addition, the focus of the board is often on other matters. Advice and guidance can therefore help to get HOAs moving.

The aim of this tender is to find a party that offers VVEs in the municipality of Alphen aan den Rijn support in their choice to become more sustainable. This support depends on the VvE, how far they are in the sustainability process, and whether a manager is present. The contractor must be able to provide tailor-made energy advice as well as process and choice guidance.
