This is a technically complex assignment since the platform that Sport Vlaanderen has in mind must have a lot of functionalities, must be able to be linked to various software and databases and must communicate with the Datawarehouse of Sport Vlaanderen. In addition, many legally complex rules must be complied with, such as the regulations regarding the processing of personal data. Finally, we also expect the contractor to make a lasting commitment after the assignment regarding further development and operation under its own management so that the platform can evolve with the needs of the sports sector and also remains self-sufficient. Sport Vlaanderen wishes to be able to negotiate this, within the legal possibilities of this procedure, in order to choose the best solution for this assignment. Negotiations with the market are therefore necessary.
This is a two-stage procedure:
The selection phase (based on the selection guide and the applications to participate submitted):
Publication of the selection guide
Submission of an application to participate (application)
Assessment of the applications to participate submitted
If necessary, decision to limit selection (see section 4.2)
The award phase (based on the specifications and the tenders submitted):
Selected candidates receive the contract specifications and may submit a tender
Info moment for all selected candidates together, time to be determined, with possibility to submit questions in advance about the specifications
Negotiation phase(s) based on the offers offered
If necessary, submitting a final offer (BAFO or Best And Final Offer)
