The Department are seeking to replace the current election count management system used in Irish elections and referendums. The election count management system is a software program (referred to as 'E-Count') which manages polling data in the run up to, during, and after the polls taken at Presidential, European, Dáil and Local elections and at referendums.
The Department are seeking to replace the current election count management system used in Irish elections and referendums. The election count management system is a software program (referred to as 'E-Count') which manages polling data in the run up to, during, and after the polls taken at Presidential, European, Dáil and Local elections and at referendums. The services are currently provided by the local government management agency (LGMA) who will not be tendering for the services outlined in Appendix 1. Tenders are invited for the development of a computer software program (described in this tender request as ‘Replacement E-Count’) which:
— replicates the functionality of the existing program using a modern computer language,
— provides some additional functionality, as specified, and
— meets the general and system requirements outlined in this request for tenders.
Proposals for the development of replacement E-Count are to be based on an indicative timeline that allows for the trial of the service at the Local and european elections to be held in May/June 2019 in conjunction with the existing E-Count following a period of development and testing in conjunction with staff of the Department and the LGMA prior to that date.
