Glasgow Prestwick Airport (GPA) Ltd is seeking to procure a Wind Farm Radar Mitigation System that includes the following lots:
— Lot 1 — A Surveillance Air Traffic Services (ATS) Primary Surveillance Radar (PSR) capable of mitigating the effects of wind turbines within the GPA Operational Volume, providing 360° of coverage and to a range of no less than 20 nm;
— Lot 2 — A Surveillance ATS PSR capable of mitigating the effects of wind turbines within the GPA Operational Volume, providing 360° of coverage and to a range of no less than 20 nm that can be developed to provide wind farm tolerance to no less than 40 nm by 2017;
— Lot 3 — A Multi Radar Tracker (MRT), to integrate/Fuse all GPA surveillance Data Sources for display to the Air Traffic Controller (ATC), that includes:
— Lot 1 and/or Lot 2 mitigated Surveillance Data;
— The existing S511 PSR Plot Extracted (PEX) Radar Data and/or Analogue Radar Video;
— Other PSR Sensor Data (2 or more);
— Secondary Surveillance Radar (SSR) from either Onward Routed Radar Data (ORRD) or other SSR sources, such as Wide Area Multi-lateration (WAM) Systems;
— Other future Surveillance Data Sources such as ADS-B.
— Lot 4 — A Replacement or upgraded Radar Display System (RDS) whichever is most economically advantageous required to select and display as well as the SSR data sources, the integrated surveillance data from Lot 3. This shall include the following functionality as a minimum:
— An S511 PSR Video digitiser generating PEX ASTERIX CAT048 Data;
— A 'Through The Wall' and 'At The Glass' Radar Data and Voice Recorder System;
— Remote Status Indicator (RSI).
