PMV is a Flemish investment company that shapes the future of the Flemish economy. It finances promising companies from the very beginning up to and including growth and internationalisation. With and for the government, and other partners, it realizes projects that are important for prosperity and well-being in Flanders.
PMV uses an Enterprise Resource Planning (hereafter ERP) software for conducting its accounting (Navision) and wishes to upgrade the current accounting solution to Business Central (or equivalent). The data as well as the configuration of the existing ERP Software for accounting (Navision) must be transferred to the Business Central Software-as-a-Service solution (or equivalent). Provision must also be made for the integration of the offered system (ERP software package) with certain existing systems used within PMV.
More detailed information about the assignment will be given in a specification that will be submitted to the selected candidates.
General
The assignment includes the following activities:
- the upgrade of the ERP software for accounting to Dynamics 365 Business Central (or equivalent); including the preparatory work, the installation, migration of data and configuration, additional configuration, integration with certain existing systems as well as aftercare;
- providing the necessary ERP software licenses for accounting (Dynamics 365 or equivalent) as well as additional licenses (if applicable);
- maintaining and supporting the operation of the ERP software for accounting (Dynamics 365 Business Central solution or equivalent) and its integration with existing systems;
- the periodic updates of the ERP software for accounting (Dynamics 365 Business Central software or equivalent).
The retention of the data as well as the current functionalities is a minimum requirement for the execution of this assignment. The possibility to give substance to the desired future functionalities is considered an added value.
The assignment must be executed in Dutch and the ERP software for keeping the accounting must be able to be used in Dutch.

Pricing
The contract concerns a contract at a global price composed on the basis of the following elements:
- global flat-rate price for the costs associated with the implementation of the project (i.e. migration of the current ERP software for accounting (Navision) to Dynamics 365 Business Central or equivalent as well as the integration with certain existing systems within PMV). This also includes any one-off costs or services relating to other service providers or subcontractors necessary for the realisation or execution of the project
- unit price/unit prices of licenses for the ERP software for accounting (Dynamics 365 Business Central or equivalent) as well as additional licenses (if applicable)
- one-off and recurring costs that are not part of the above costs such as maintenance and support
- hourly rate/blended rate for carrying out additional assignments
TIMING
The execution of the contract will start immediately after its conclusion, which is currently foreseen in the first quarter of 2024 (indicative timing, the candidates cannot derive any rights from this).
The duration of this contract is 10 years. This corresponds to the useful life of the current ERP software for accounting. The duration of this contract will also allow PMV to recoup its investment under this project.
During the term of the assignment, additional assignments can be placed on the basis of and in accordance with the revision possibilities provided for in the Royal Decree Implementation to provide new or additional functionalities. The duration of these contracts shall be determined in the contract documents of the contract in question.
