A new IT application for crisis management in the FOPH is to be used, which should be highly optimized in terms of process optimization and efficient and effective in the processing of tasks in the different phases of crisis prevention and crisis management due to divergent technical and structural requirements. It should be applicable both to legally defined situations according to the VerkLG and VerkSiG and to comparable crisis situations to be classified under the law during the phases of crisis prevention and crisis management.
The contractor will also take on the further development / adaptation of the software up to a maximum of 160 person-days as required by the client.
A new IT application for crisis management in the FOPH is to be used, which should be highly optimized in terms of process optimization and efficient and effective in the processing of tasks in the different phases of crisis prevention and crisis management due to divergent technical and structural requirements. It should be applicable both to legally defined situations according to the VerkLG and VerkSiG and to comparable crisis situations to be classified under the law during the phases of crisis prevention and crisis management. In the phase of crisis prevention, a database is needed for the continuous management of up-to-date data on freight transport and passenger transport companies, critical infrastructures, forwarding cooperations, authorities and associations in the respective federal states. The database receives its data from at least 3 sources: via SEN file via the interface to the KBA, via a link via the interface to the VU-DAT of the FOPH and by manual input of data generated by the market observation of the FOPH as part of company visits or finally obtained by own internet research. For the crisis management phase, the task consists of a control, processing, card and filing system for the crisis staff of the FOPH to manage a deployment situation or to implement and control concrete transport orders along pre-defined, general procedures with role-specific process steps for legally defined and establish law-subliminal situations. The contractor will also take on the further development / adaptation of the software up to a maximum of 160 person-days as required by the client.
