The city of Aachen is currently planning to expand a priority cycling network. On 10 routes, cyclists should reach the city center of Aachen quickly, comfortably and safely from the outskirts of the city area. The routes are to lead mainly via separately guided paths and in the vehicle side road network. According to the RIN 08, the cycle priority routes (RVR) are to meet the target values of the inner-municipal main cycle connections (IR III).
The present call for tenders deals with RVR Aachen-Haaren.
About 12,500 people live in the district of Haaren and the associated district of Verlautenheide. With a distance of 3.8 km as the crow flies to the centre of Aachen, the Haaren district is very close to the city centre. The cycling connection is currently provided either via a busy main road or a parallel route along a river and in the secondary road network. The further connection -about 2.2km- to Verlautenheide runs along side roads, farm roads and along a state road.
In the centre of Aachen, the inner trench ring is to be gradually expanded as a wheel distribution ring. This is where the future RVR Haaren should follow.
The planned project envisages upgrading the route along the Wurm, which runs parallel to the main motor vehicle road, as an RVR. The secondary roads are to be redesigned as bicycle roads, the junctions for bicycle traffic are to be optimized and the separately guided paths are to be paved, illuminated and widened if necessary. The upgrading of the route should lead to the fact that everyday routes (work, shopping, etc.) between the city center of Aachen and Haaren or Verlautenheide are increasingly covered by bike.
Furthermore, a connection of the RVR to the supra-regional railway line cycle path (BTRW) Aachen-Jülich is to be planned in the area of the entrance to Haaren.
Likewise, in the planning area of the RVR between Willy-Brandt Platz and Europaplatz, the Premium footpath (PW) 2 is located. The premium footpaths into Aachen's greenery are part of the inner city concept 2022. The city centre is to be connected to the surrounding green spaces via attractive footpath connections. The aim is to promote foot traffic by improving the accessibility of the surrounding recreational areas and strengthening the inner-city footpath network. Also in Haaren a premium footpath system is planned along Hofenburger Straße, Akazienstraße, Haarbachtalstraße and in the park. Accompanying measures of the PW must be taken into account in the planning and included.

The client intends to commission the advertised engineering services in stages:
Stage 1 until completion of the design planning (performance phases 1-3)
Stage 2 to participation in the award (performance phases 4-7)
Stage 3 Construction phase (performance phase 8)
Stage 4 Property management (service phase 9)
After stage 3, a final invoice is made for the work phases 1-8. Level 4 is concluded by means of a separate contract.
The commissioning of the 2nd - 4th stage depends on the approval by the funding body, the committees and the political bodies.
The Contractor shall not be entitled to any further assignment in accordance with Level 1, he shall not be able to derive any further remuneration claims or claims for damages from the step-by-step assignment.
