Energie Beheer Nederland BV (EBN) is 100 percent owned by the Dutch state. We implement parts of the climate and energy policy of the Ministry of Economic Affairs and Climate.
Until 2016, we mainly focused on the exploration, extraction and storage of gas and oil. Now we are one of the driving forces behind the energy transition in the Netherlands. EBN has in-depth knowledge of the Dutch subsurface and plays a key role in connecting private and public parties in the energy sector. Collaboration is of great importance to realize the climate ambitions.
As a non-operating partner, EBN is involved in almost all oil and gas projects in the Netherlands. Our interest in these activities ranges from 40 percent to 50 percent. The proceeds will go to the treasury and thus to Dutch society.
The aim of this DAS is to set out assignments within the scope of consultancy work in the areas of:
- Strategy: activities, especially advisory services, regarding long-term plans for the future of EBN; This may involve planning related to the oil and gas activities in which EBN has traditionally been active (for example, focusing on the utilization of the remaining reserves or the dismantling of infrastructure), but in particular also planning for relatively new parts of EBN's strategy, such as CO2. storage, geothermal energy, green gas, hydrogen, energy storage, etc,
- Organization: activities, especially advisory services, with regard to organizational issues, for example issues that may involve new / additional strategic directions, so that the organizational preconditions for giving substance to them are realized,
- Finance: activities that EBN deems necessary to keep its financial processes and systems up-to-date and / or to tailor them to strategic and organizational changes. Such activities can also be performed on behalf of EBN with operators or other organizations with which EBN collaborates

IT scope such as software and legal advice in all knowledge areas is excluded from this scope. In addition, recruitment and selection services for employees are also excluded from this scope. Also, all activities in the field of communication and public affairs, other than necessary within the environment management, are excluded from this scope. In addition, HR services, such as training, reintegration services, etc., are excluded from this scope. As a general rule, all supplies and works that might fall within this scope description are also excluded.
