The subject of the contract is general planning services for the realization of senior housing in “assisted living” and an underground car park on the construction site between Haufeld street and Von Stephan-Straße in Siegburg. The planning and development is based on the “Heap Field Master Plan”. This does not represent a final plan, but rather provides a consensus-based starting point, a target direction and an approach for development, which the aforementioned area can take in the future.
The planning services include basic services in the project planning service figures (building construction/architectural services and engineering structures, service phases 1 - 8) and specialist planning (technical equipment with plant groups 1 - 8, service phases 1 - 8 and structural planning, service phases 1-6), which are commissioned in stages, as well as Special services in the project planning and technical equipment (TA) and structural design performance figures, which are optionally commissioned.
The Siegburg AöR municipal enterprises intend to realize senior housing in “assisted living” and an underground car park on construction site S01 in the Haufeld master plan. The intention is to create a 2-storey underground car park with approximately 500 parking spaces on the construction site as a public garage in parts. In addition, around 100 apartments with a medium size of 70 m2 are to be realized. The subject matter of the procurement is the planning disciplines mentioned in the service description, whereby the general planning contract for architectural and engineering services will provide for a gradual commissioning of basic services and an optional assignment of special services. The basic services and special services mentioned in the general planning contract comply with the HOAI specifications and serve to define the services in addition to the service description. The regulations of the General Planner Agreement apply exclusively to the fee agreement and fee accounting; the HOAI regulations do not apply to this. It cannot be ruled out that the Siegburg AöR city authorities may use the opportunity to apply for housing subsidies. In this case, the Siegburg AöR municipal company also needs support in this regard.
