The subject of the tender is the implementation of regular public transport services in the Hamburger Verkehrsverbund (hvv). The transport services to be awarded are to be provided for the timetable years 2023/24, 2024/25 and 2025/26 (start of services: 10.12.2023):

- Lot 1: 438,252.72 timetable kilometres in the 2023/24 timetable year

- Lot 2: 376,294.42 timetable kilometres in the 2023/24 timetable year

- Lot 3: 364,284.10 timetable kilometres in the 2023/24 timetable year

The km figures may differ slightly in the contract years for the 2024/25 and 2025/26 timetable due to shifts in the number of weeks and public holidays.

The contractor is responsible for planning the necessary deployment of personnel on the basis of the circulation specified by VHH in the tender documents.

The client will rent all vehicles to the contractor, which the contractor will then have to use exclusively for the provision of the transport services. For lots 1, 2 and 3, 5 articulated buses (at least 3-door) are planned.

The transport services are to be provided for an initial period of three timetable years. The start of operations must take place on 10.12.2023. The operation ends on 12.12.2026. The client has the unilateral option to extend the term three times, one timetable year each, but no later than 08.12.2029. The extension shall be notified in writing to the contractor 6 calendar weeks before the end of the term.

Three lots are formed for the order in question. Tenders for one or more lots are permitted. It is awarded by lot. Each bidder can be awarded a maximum of one lot. If a bidder can be considered as an award beneficiary for several lots, the award limitation takes place in the form that the contract is awarded to the lot given priority by the bidder in his offer letter. In the remaining lots, the corresponding bidder is not taken into account. This only does not apply if a lot otherwise remains unoccupied. Temporary employment is not the subject of the tender.
