Oslo Municipality, c/o the Agency for Urban Environment, invites tenderers to an open tender contest for the procurement of a parallel framework agreement for concept choice reviews, analyses, evaluations, and strategies for streets, park, and mobility projects for the Agency for Urban Environment.
The contracting authority needs consultancy assistance for the formulation of reviews for investment projects, as well as general analyses, evaluations, and strategy work within the Agency of Urban Environment's areas of responsibility.
Most of the need is connected to investment projects in the Agency for Urban Environment, where the requirements in Oslo Municipality's investment regime state that investments over a given size must have a choice of concept phase. Depending on the complexity and size of the projects, this is done in the form of concept choice reviews; either as a full concept choice review or a simplified concept choice review.
In addition to investment projects that follow Oslo Municipality's investment regime, the Agency for Urban Environment prepares reviews of a more thematic character. This can, for example, be on how goals or ambitions can be concretised and reversed to the framework terms in the town. There can also be reviews of the consequences of concrete proposals or evaluations of measures that have already been implemented.
The contracting authority intends to enter into a parallel framework agreement with up to 4 tenderers.
