All Bidders must note that the intended contract concerns Part B services. The Award of this contract is therefore not subject to the full application of the Public Contracts Regulations 2006. The Trust does not intend to adopt any of the procedures stated in the Regulations. The Trust intends to provide all Bidders with 30 days in which to request documents, that is, to express an interest and submit a completed Trust Pre-Qualification Questionnaire (‘PQQ’). The Services are required at two locations within the Trust's locality. The intended locations for the provision of the Services are Bispham Hospital, Rysecar Way, Bispham, Blackpool, Lancashire FY20FN and a location in Fleetwood, Lancashire, at a site to be determined by the Trust. 60 (sixty) in-patient beds will be required to deliver these Services across the two sites. Bispham: 20 (twenty) Orthopaedic Rehabilitation Beds and 20 (twenty) Non-Consultant, Generalist Rehabilitation Beds and Fleetwood: 20 (twenty) Non-Consultant, Generalist Rehabilitation Beds. The Non-Consultant, Generalist Rehabilitation Beds will be primarily for ‘Step Down’ patients occupying an acute bed at Blackpool Victoria Hospital, who are deemed suitable for Non-Consultant, Generalist Rehabilitation as part of the Trust's Rehabilitation Pathway. There will also be a ‘Step-Up’ facility directly from the community, AMU or A&E for patients deemed suitable for rehabilitation that would otherwise be at high risk of an acute hospital admission. The Trust has an aspiration to amend the patient admission criteria during the course of the contract. This would be in order to facilitate an increasing number of patients being admitted directly from the community with an acute exacerbation of a long term condition in conjunction with the development of an Extensivist Service. The Trust intends to procure the provision of the Services for the Bispham site under Lot 1 and the provision of the Services from the Fleetwood site under Lot 2. It is a condition of the Award of this contract in relation to Lot 1 that any successful Bidder will be required to purchase the Bispham site from the Trust located at Rysecar Way, Bispham, Blackpool FY2 0FN for a sum to be finalised but which the Trust currently considers as being in excess of 1.35 m GBP.
