Museum-Memorial of Terrorism Sub-Operation No. 1: Preliminary cleaning work, asbestos decontamination and first site installations

The Operation consists of the creation of the Museum-Memorial of Terrorism on the site of the former outdoor school of Suresnes (15 chemin de la motte - 92150 Suresnes). It is broken down into five sub-operations designated as follows:

- Sub-Operation 1: preliminary cleaning work, asbestos decontamination and first site installations;

- Sub-Operation 2: restoration of the buildings and park of the former Suresnes outdoor school and development of the spaces of the Memorial Museum;

- Sub-Operation 3: scenography and signage

- Sub-operation 4: artistic creation of the memorial (commission of a work as part of the 1% Artistique);

- Sub-Operation 5: installation of the works.

This consultation concerns sub-operation 1 relating to preliminary cleaning work, asbestos remediation and initial site installations. It was awarded according to an open tender procedure pursuant to Articles L. 2123-1, R. 2123-1 and R. 2123-4 to -6 of the CCP.

Lot 01: Construction site installations - security guarding

This lot concerns the general installation of the site, the installation of the premises for the security guard and the logistician, the installation of the base camp, the preparation of the support slabs, the technical installations of the site, the installation of the fence, the development of access to the site facilities areas, the security and logistics services.

The work is taking place on a partially occupied site.

If applicable, candidates may bid in the form of a joint or joint group of companies, pursuant to Articles R. 2142-19 to R. 2142-24, R. 2142-26 and R. 2142-27 of the French Public Procurement Code. However, in accordance with Article R. 2142-22 paragraph 1 of the French Public Procurement Code, the consortium awarded the contract must take the form of a joint grouping with the solidarity of the contractor.

The form of the grouping chosen by the contracting authority to ensure the proper performance of the contract shall take account of the allotted nature of the services and the prevention of default by a member of the grouping.

Lot 02: Asbestos Remover

This lot includes the establishment of the asbestos removal protocol, the removal plan and the administrative procedures, the site installations and preparatory work specific to this lot, the specific asbestos removal works, including the removal of asbestos waste.

The work will take place on a partially occupied site.

Lot 03 : Masonry - Carpentry

for the masonry part, this lot concerns site installations and specific preparatory works, work in leaded areas for the removal of additions subsequent to the original construction and/or no longer in use (in particular the 1963 elevation of building E) including sorting and removal of waste, temporary waterproof protection on the terrace and its maintenance, the identification and protection of the preserved structures, the removal of floor coverings (part of which is being conserved for reuse), the cleaning at the end of the site, the deconstruction of the elevator shaft of building D.

For the carpentry part, this lot concerns the site installations and specific preparatory works, the works in leaded areas for the removal of additions subsequent to the original construction and/or no longer in use, including sorting and removal of waste, the identification and protection of the preserved works, the deconstruction of the interior and carpentry works constituting the extension (in particular the panelling for the reuse of the 1963 extension), waste sorting and removal.

Lot 04 : Metalwork

this lot concerns site installations and specific preparatory works, works in leaded areas for the removal of additions subsequent to the original construction and/or end-of-use including sorting and removal of waste, the deconstruction of additions subsequent to the original construction and/or out-of-use (in particular metal structures for reuse of the 1955 elevation of building E) including sorting and removal of waste, the removal of the elevator in Building D, the removal and removal of the 3 exterior staircases, including the stairs in Building D and F for reuse.

Lot 4 has a mandatory compulsory variant.

Lot 05: Plumbing - Heating - Electricity

For the plumbing and heating part, the work concerns the removal in leaded areas and the removal of all the various technical heating and ventilation installations, the removal and removal of the sanitary equipment and its pipes, including the neutralization of the power supplies (with the exception of a few remarkable elements kept in place).

For the electrical part, the work will include the cleaning of all high- and low-current electrical installations in leaded areas, with the exception of computer equipment, WIFI and Dect terminals.

For Phase 1 (Buildings E and F and Pavilions 1, 2, 3 and 10), services will include:

- The neutralization and recording of feeders in the TGBT supplying buildings a, b, foyer and Visconti E pavilion in connection with the ENEDIS connection;

- The neutralization and recording of departures in the TGBT supplying pavilions 5 and 6 in connection with the connection of these pavilions by ENSEI;

- The neutralization and recording of the feeders in the TGBT supplying the buildings and pavilions concerned by the cleaning of the first phase.

For phase 2, the present batch will have to neutralize and completely remove the switchboard from the beginning of this phase.
