The object of the contract is the production and delivery of 9 electric low-floor articulated buses with 9 charging stations (lot 1) and 2 low-floor standard electric buses with 1 charging station (lot 2).
The buses must, among other things, have the following basic equipment features:
- fully electric drive,
- minimum range 190 km (articulated bus) or 170 km (standard bus),
- Charge on the depot via Combo 2 CCS connector,
- Vehicle length: articulated bus approx. 18 m, standard bus approx. 12 m,
- 3 doors,
- video surveillance,
- air conditioning for driver and passenger compartment,
- Passenger information.
Basis for the construction of the buses is the VDV font 230 ("frame recommendation for city low-floor buses").
The charging stations must fulfill the following functions, among others:
- One charging point per charging station with min. 45 kW,
- Communication protocol OCPP-1.6 standard,
- standardized charging communication and infrastructure acc. IES 62196, DIN EN 61851 and ISO / IEC 15118,
- Possibility of preconditioning.
The pre-selection competition will examine the candidates' ability to perform in terms of economic and financial capacity, technical and professional capacity by means of applications to participate, documents, declarations and supporting documents (see point III.1). The competition ends with a review of the suitability of the candidates and the selection of the candidates by the contracting authority, which will be invited in the further procedure for the submission of tenders. All formally and materially suitable candidates will be invited to submit tenders. Unsuccessful candidates will be informed of the reasons for refusing their application for participation in the negotiated procedure.
The AG will negotiate with the bidders who have submitted a tendered offer. The subject of the negotiations will be, in particular, the offer of the tenderer and technical questions.
The tenders (including the adjustments reached in the negotiations) will be assessed on the basis of the evaluation scheme published in the tender documents. The tenderer who has submitted the most economic tender will be awarded the contract.
