Aim:
the Audiovisual Unit of the European Parliament wants to renew and extend the possibilities to capture and transport broadcast video signals (in HD format) and 32 audios of plenary sessions and other debates from Strasbourg and Brussels to the European Commission, for archive recording and internal distribution.
For this purpose it is necessary to extend/renew the MPEG encoding and transmission systems in Strasbourg and in Brussels coping with HD video signals, 32 audio channels and incorporating additional channels and to extend the amount of inputs and outputs of the Klotz VADIS audio routers in Strasbourg and Brussels.
Description:
the European Parliament is an institution where the original languages of the member countries are very important. Up to 22 official active languages are used today with more coming into perspective in the years to come. This multilinguism is also reflected in the support of multi-channel audio with the 2 broadcast video satellite channels provided by the European Commission called 'Europe by Satellite' (EBS and EBS+).
But also for the use of Web streaming of debates, archiving and video on demand, this multi-channel audio installation and transport capacity needs to be extended.
In order to cope with this very specific demand the audiovisual division wants to renew and update its facilities to enable:
— more and higher quality signals to be transported between Strasbourg and Brussels and the European Commission,
— 32 audio channels in extending the audio matrices of the Strasbourg and Brussels installations.
This tender is divided into 2 lots:
lot 1: extension and renewal of the MPEG encoding and transmission equipment in Brussels and Strasbourg and its installation;
lot 2: extension of the inputs and outputs of the Klotz VADIS matrices in Strasbourg and Brussels and their installation.
