The purpose of this consultation is to provide all on-board catering services for INOUI TGVs in France and to Germany (Lot 1) and for intercity trains (lot 2), including at least the design and construction catering services on board, ashore and other complementary services.
Each of the lots consists of optional tranches or any additional services (see articles II.2.11 "Information on options").
The purpose of lot 1 is to renew all on-board catering services for INOUI TGVs in France and to Germany, including at least the provision and management of on-board service (SAB) and logistics services on land associated (SAT).
The services covered by lot 1, as a basic offer, bring together all the activities related to catering services, including:
- the marketing of the offer: referencing and management of the product offer,
- the realization of a Bar car sales service on board TGV INOUI in France and to Germany,
- the implementation of a CSR policy (notably concerning the product offer and waste management),
- the establishment of a dematerialized sales service (online ordering, digital customer journey),
- forecasting catering and other product allocations,
- the provision of logistical services for the production of endowments and transport (including in particular flow management, ordering and storage of goods, refueling and refueling of trains),
- the creation of a dockside offer dedicated to Business Première customers,
- the establishment of a catering offer dedicated to groups (> 10 people).
For TGV INOUI trains to Germany are added in addition on certain routes:
- the realization of a sales service instead,
- the provision of additional services (including a refreshment service in circulation).
For information, on the perimeter of lot 1, in 2019, SNCF Mobilités offers on-board catering on approximately 195,000 routes (figure given for information only and not binding for SNCF Mobilités).
The expected traffic volumes, the nature and extent of SNCF Mobilités' needs are specified in the document "Summary of catering services (on board and ashore) for TGV INOUI, TGV International trains to Germany and intercities" then in the specifications attached to the Business Consultation File (DCE), subject to compliance with the conditions specified in section VI.3 "Additional information".
The basic offer is subject to change if any additional service is added to the award of the contract.
In accordance with SNCF's commitments with regard to the provision of these services, applicants are asked to ensure that they have completed and digitally signed the CSR / anti-corruption charter (by an authorized representative) on the purchasing portal SNCF Easi or via the Provigis data provider.
SNCF Mobilités carries out, on behalf of the French State in its capacity as organizing authority for medium and long distance interregional rail links, called "intercity" trains, a domestic passenger transport service, day and night.
The purpose of lot 2 of this consultation is to renew all catering services for intercity trains by day and by night, including at least the provision and management of on-board service (SAB) and associated logistics services on land (SAT).
The day and night services, which are the subject of lot 2, as a basic offer, bring together all the activities related to catering services, including:
- the marketing of the offer: referencing and management of the product offer,
- the realization of a sales service instead on board intercity trains,
- the provision of logistical services for the production of endowments and transport (including in particular flow management, ordering and storage of goods, refueling and refueling of trains),
- the implementation of a CSR policy (notably concerning the product offer and waste management),
- setting up a dematerialized sales service (online ordering),
- forecasting and preparation of catering and other products,
- the establishment of a catering offer dedicated to groups (> 10 people).
For night services, the object of lot 2, as a basic offer, is added in addition:
- carrying out comfort missions including checking and upgrading the state of the train (cleanliness and arrangement of berths, provision of night kits and additional supplies).
For information, the catering offer on the day lines concerned represents around 15,000 circulations per year on the following lines: Paris - Limoges - Toulouse (Palito), including 100% Eco trains, Paris - Clermont-Ferrand , Bordeaux - Marseille.
At night, the catering offer on intercity trains represents around 1,350 circulations per year on the lines: Paris - Briançon and Paris - Toulouse / Albi / Cerbère / Latour de Carol.

The basic offer is likely to be supplemented in the event of the strengthening of an optional tranche during the market or to change in the event of the addition of a possible additional service to the award of the contract.
