the services are broken down as follows: - On the one hand, a flat-rate and global price part which includes:- a firm tranche, broken down as follows: o A mission of diagnosis of the SMTPCSM transport network and consultation; o A mission of development, modeling and implementation of the database system (Data); o A mission to develop the service plan subject to the future mobility contract(s); o A mission to assist in the award of the future transport contract(s). 2- an optional tranche, consisting of assistance in the award of one or more public transport contracts for all or part of the services, if this option is chosen, broken down as follows:o Assistance in defining the method of awarding and the articulation of public contracts; Drafting of the Business Consultation File(s) and the call for tender, in relation with the public procurement department of the SMTPCSM;o Assistance in the conduct of the consultation;o Assistance in negotiation; o Assistance in the choice of the holder(s) and finalization of the contract(s).- On the other hand, a party to purchase orders which includes:o An assistance mission for the monitoring and control of contracts and the transport network; o A mission of assistance in case of dispute in the context of the conclusion and execution of transport contracts throughout the duration of the contract; o A mission to assist in the signing of amendments throughout the contract
