The procurement concerns a project management system (hereinafter referred to as the "e-services and management system" or "system") suitable for the management of research activities and e-services, which is used for the planning, establishment, application of the opinion of the Ethics Committee and/or other necessary applications and permits, and for the management and monitoring of projects over the entire life cycle of the research. The system to be purchased will be installed in the customer's own data center in the delivery project.

The subscriber selects one (1) supplier with whom it enters into a contract. The contract will only be used by Istekki Oy and only Istekki Oy and the selected supplier will be the parties to the contract. For the sake of clarity, Istek's customers are not parties to this tendering procedure or to the contract awarded on the basis of it, and will not otherwise be
to join the procurement.
The acquisition amounts presented in the invitation to tender are estimates and the contract does not constitute a quantity obligation for the subscriber.
At the time of signature of the contract, the project management system package suitable for the management and electronic services of research activities to be purchased must have at least the Research Permit Application functionality and the entire system package (see Appendix 2 Requirement specification and factors affecting comparison) must be ready by 31 December 2023 and in production use on 2 January 2024.

The objective of the contract is to ensure a unified, reliable and secure research management chain.
The total delivery of the system must include the necessary software and its interfaces to other systems, a delivery project (including, for example, migrations, conversions), software maintenance and support, support and expert services ordered separately. The procurement shall be made as a whole, delivered in accordance with the requirements. The system to be acquired can be further developed during the contract period either as a small development or through separate assignments.
