The district of Erlangen-Höchstadt intends to renovate the Herzogenaurach-Höchstadt State Vocational School.

For construction phase 1, the service levels 3-5 and for the other construction phases the service levels 1-5 (with the exception of the supervision of the necessary VgV procedures) of the project management service profile in accordance with the HAV-KOM project management contract, specified by the additional contractual provisions (ZVB-PS) to the project management contract, are commissioned. A corresponding training must be included in the requested flat rate.
The State Vocational School Centre in Herzogenaurach has been the vocational training centre in the district since 1982. Together with the surrounding globally active companies and regional businesses, the vocational and technical school trains specialists for gastronomy, industry and trade, as well as numerous commercial, technical and social professions.

An essential planning task is to create new areas for teaching within the framework of the existing building. In the two-storey construction and car hall, which is no longer needed, a ceiling can be installed and thus cover the additional space requirements. Furthermore, various changes in the use of space are associated with structural measures.

The creation of a future-oriented learning environment refers above all to the need for so-called "integrated subject classrooms", in which theoretical and practical lessons can take place in a future-oriented learning environment. Due to changes in the school district, in teacher training and in the accommodation of teaching staff and administration, spatial optimisation is required.

The property is located at Friedrich-Weiler-Platz 2 in Herzogenaurach. There is still a sports hall on the property, which is not the subject of the renovation.

The contract for the architectural service was awarded to the architectural firm Babler + Lodde on the basis of the prescribed VgV procedure. The specialist planning services for structural engineering and technical building equipment were also awarded in the course of a negotiated procedure.

In order to reduce the disruption to school operations to a minimum, the construction work will be carried out in several construction phases, spread over a period of approx. 8 years.

For the school supervisory approval, the current space program with building description and list of measures was sent to the government of Middle Franconia in advance on 27.07.2023 as information in order to coordinate the current status. A final meeting with the government of Middle Franconia will follow in September 2023 to clarify the processing of grant applications after the planned construction phases.

The documents for the submission of the funding application according to Art. 10 FAG and the application for school supervisory approval will be submitted to the government of Middle Franconia according to the decision of the district council on 16.10.2023.

The client receives funding for this construction project. The contractor is also responsible for the preparation of the proof of use (cf. section 5.1.6 of the ZVB-PS) and the compilation of the cost shares from the cost determination in accordance with the requirements for the proof of use (cf. section 5.4.2 of the ZVB-PS).

Construction of the first construction phase is scheduled to begin in June 2024, with completion of the first construction phase scheduled for May 2025. The remuneration for the project management services is carried out in sections and stages according to the remaining four funding packages. For the remaining funding packages, the service levels 1-5 according to the HAV-KOM contract are commissioned, with the exception of the supervision of the VgV procedures. The remuneration for this can be negotiated in negotiations. So far, it has been envisaged that a fixed percentage of the eligible costs would be offered here and that this would be reimbursed for each funding package. For reasons of simplification for the preparation of quotations, the percentage rate is queried here once summarized for all remaining funding packages. The actual remuneration will then be paid for each funding package according to the percentage rate offered at the specific costs that can be charged.
