The IT solution is the daily management tool used by the services of the FSE agency. It meets the needs of the FSE agency and the directives of the European Commission. It provides the interface between the FSE agency on the one hand and the public or private bodies authorized under the European programs managed by the FSE agency, on the other hand, certification, external control bodies (administrations or public or similar services or their representatives, the European Commission's inspection services or their representatives). It presents an interface accessible to ESF operators in order to take the necessary actions to monitor their projects by the FSE agency (activity report, trainee file, annual payroll file).
The ESF agency must ensure the compliance of this tool with the current ESF programming and anticipate the needs for future programming (2021-2027).
Types of mission:
1) Missions in project mode: consequent missions related to the evolution of the solution and treated like projects;
2) Small missions concerning the correction of small application bugs or small evolutions of the solution,
3) Support missions after crash system.
I) Missions in "project" mode.
The following missions are examples of missions in "projects" mode, types that could be ordered to the contractor through purchase orders. The content of the said missions can be adapted according to the requirements at the time of the order.
a) Project assignment 1: Create a write module in the operator interface.
It would be to allow the FSE agency for certain accesses to encode warning messages in the operators interface, for example on the extension periods for the validation of the reports;
b) Project 2 mission: change request form.
At each government decision, the operator completes a final ESF project that he must validate. It is then validated by the manager and decided by another manager. Once the status of the file is "decided", a project sheet with a summary of that is generated in PDF. The operator has the possibility to submit a request to modify his project (budget, administrative, pedagogical, etc.). For now, the operator is completing a Word Change Request document (Appendix 1).
It would therefore be a question of developing this form online via the operator interface. The manager in its interface could open this form in writing to the operator. Once completed and validated by the operator, a PDF is generated containing the entire form. In the AFSE interface the manager and the director must be able to comment on this one. A massive extraction of all the requests of modifications as well as the comments of these could be done;
c) Project assignment 3: Candidature file
European programming for the Structural and Investment Funds has a duration of 7 years. The next one will take place between 2021 and 2027. For the calls for projects, it would be to redo the file of candidacy;
d) Project assignment 4: financial chart injection
The FSE operator annually injects a financial balance file based on an Excel template that includes all expenses. The job consists in reproducing the rules of the excel file in appendix so that when the injection of this one in the system, the whole thing is recalculated.
II) Small missions (bug fixes and evolutions)
The successful bidder will provide the PA with a dynamic communication tool for the management of problems or evolutions;
III) Support after crash system
In the event of a technical problem on the hosting infrastructure of the solution, the successful bidder will eventually be called upon to assist the "operation" teams of the ETNIC in the return of the application to service.
