The Norwegian National Security Authority (NSM), henceforth referred to as the Awarding Authority, intends to procure/implement a complete electronic case and archive system on graded platform. The case and archive system shall be a professional system for support in connection with security clearance process.

The Awarding Authority shall also, in close cooperation with the Norwegian Armed Forces, procure/develop a graded ICT platform. The Awarding Authority wishes to enter into an agreement with a consultancy team (preferably 2 consultants) which shall provide assistance with project support and management for the 2 sub-projects.

During the first stage, preparation of so-called effectuation systems (decision documents) for both sub-projects shall be prepared. Both sub-projects will then be subject to considerations and possibly approval by specialist ministries. Furthermore, specifications and other tender documents in relation to procurement of the new case and archive system shall also be prepared. See the tender documents. The Awarding Authority expects to be in sharp operation with the new system on the new platform in the early part of 2014. The contract value is estimated to 3 500 000 NOK, excluding VAT.
