The object of the order is to conduct winter maintenance of municipal roads on the territory of the Town and Municipality of Wieliczka in the winter season 2021/2022 — Part II. The detailed scope of the winter maintenance of roads in the Town and Municipality of Wieliczka 2021/2022 is detailed in Annex C to SWZ.

Winter maintenance will be covered by roads and streets that are part of Part II with the following total length — approximately 60 730 mb. Much of the municipal roads in the Wieliczka Municipality are located in the hilly area.

1. The object of the order is to conduct winter maintenance of municipal roads in the territory of the Town and Municipality of Wieliczka during the winter season 2021/2022 — Part II. The detailed scope of the winter maintenance of roads in the Town and Municipality of Wieliczka 2021/2022 is detailed in Annex C to SWZ.

2. 2. The Contracting Authority distinguishes the following manner of execution of the object of the

2.1) Circadian duty (passive duty) — the Contractor's task is to observe weather conditions, road detour — lack of action of equipment on roads.

The Contracting Authority provides for 70 passive duty during the period of performance of the order.

2.2) Circadian action (active duty) — from the time of the Contractor's finding, the occurrence of bad weather conditions (or at the request of the Ordering Party) carrying out snow removal activities, sprinkling of roads, removal of pigeons.

The Contracting Authority provides for 60 active duty duty during the period of performance of the contract.

2.3) The daily action (active duty) will be conducted from 00:00 on the first day until 0:00 on the next day.

2.4) Start of winter maintenance: daily duty (passive duty) or circadian action (active duty) will appoint an authorised representative of the Ordering Party in advance of 4 hours. Designation will occur by telephone or by SMS. (Outation may change if the time on offer is reduced)

2.5) If weather conditions are stabilised not requiring work, the Contracting Authority has the right to suspend winter maintenance activities and shall not be paid for this period. An authorised representative of the Municipal Roads Board in Wieliczka may suspend the running of daily duty. The on-call suspension will occur in advance 4 hours by telephone or by SMS.

The restart of winter maintenance (diurnal duty) or circadian action (active duty)) after their suspension shall be carried out under the rules set out in paragraph 2.4).

The Contractor is required within max 4 hours to achieve full readiness for work and start (start) conducting winter maintenance (diurnal duty) or circadian action (active duty)). (The start of running winter road maintenance may change if the time stated in the offer is reduced.)

2.6) Reducing the start time (activation) of the daily action (active duty) to 1 hour from the time of notification to the Contractor by an authorized representative of the Ordering Party by telephone or by SMS, will be scored 40 points within the scope of the evaluation criterion of the offer.

2.7) In the case of “emergency departure” of the Contractor (i.e. one-time departure during the diurnal call (passive duty), at the request of the clean-up services, e.g. the Police, the City Guard or the coordinator from the Ordering Party, for snow removal, sprinkling, removal of pigeons, etc. will request confirmation of the operations performed by the designated cleanup service or the contracting representative and will only take into account the conduct of the daily action (active duty) after receiving positive information.

2.8) In the case referred to in point 2.7), the settlement will occur according to the description of the method of calculating the price for the performance of the service: Daily action (active duty) divided by the quantity of km of winter maintenance roads = maintenance price of 1 km of the road multiplied by the amount of km of service performed during the emergency leaving.
