The subject of the contract is to provide a service consisting of the implementation of the Szczecin Trams Szczecin Sp. z o.o. repair: six (6) drive trucks for the Tatra KT4Dt tram, eight (8) drive trolleys for the Tatra T6A2 tram and eight (8) drive trucks for the 105Ng tram.

PREDMIOTEM OF ZAMÓWIENIA is the provision of a service consisting in the performance of Szczeciński Trams Sp. z o.o. in Szczecin the repair: six (6) drive trolleys for the Tatra KT4Dt tram, eight (8) drive trucks for the T6A2 Tramway and eight (8) drive trucks for the tram 105Ng. A detailed description is contained in the specification of the terms of the contract (SWZ) and in the proposed provisions of the contract (PPU) — part 3 of the SWZ.

BASIC FEATURES OF THE PROCEDURE:

1. The proceedings shall be carried out by unlimited tender under Article 376 (1) and Article 378 and the following of the Law of 11 September 2019 - Public Procurement Law (text: Journal of Laws of 2021, item 1129), hereinafter referred to as Pzp.

2. Pursuant to Article 139 (1) Pzp, the Contracting Authority shall first examine and evaluate the tenders and then make the qualification of the contractor whose offer has been highest assessed in the absence of grounds for exclusion and fulfilment of the conditions for participation in the proceedings.

3. Pursuant to Article 139 (2) Pzp, the contractor shall not be obliged to submit, together with the offer, the declaration referred to in Article 125 (1) Pzp (JEDZ).

4. The Contracting Authority shall call for the submission of the declaration referred to in Article 125 (1) Pzp (JEDZ) of the contractor whose offer will be rated at the highest, in accordance with Chapter. VII, point 3, point 1 of SWZ.

Criteria for evaluation of bids

1) Criterion: Price (C) — 80%. Method of granting point according to the formula: C= lowest offer price ÷ bid price in the assessed tender x 100 point x significance of the 80% criterion. A detailed method of calculating the price is described in chapter. XIII SWZ.

2) Criterion: Guarantee (G) — 20%. Method of granting point according to the formula: G= the guarantee period of the offer assessed ÷ the longest guarantee period (60 m-cy) x 100 point x the meaning of the 20% criterion.

Note: The minimum warranty period for the refurbished trolleys covered by the contract shall be 36 months from the date of their final receipt by the contracting authority. An offer from a contractor who will offer a guarantee period of less than 36 m will be rejected as not corresponding to SWZ content. The maximum warranty period for the refurbished bogies covered by the contract shall be 60 months from the date of their final receipt by the Contracting Party. If the contractor proposes a warranty period of more than 60 m, a term of 60 m will be counted to assess tenders in the “Guarantee” criterion as the maximum warranty period for renovated trolleys.
