The contract concerns the execution of works – remaining execution and additional works (newly proposed) – for the investment objective "Modernization and Pedestrianization of the Central Area of Făgăraș", SMIS code 335546, Brașov County, Făgăraș Municipality.
The works continue and complete the execution provided in the Technical Project no. 04-C/2022 (ROAD CONSTRUCT S.R.L., Building permit no. 7/14.02.2023), based on the recommendations from the post-execution Technical Expertise no. 05.10/May 2026 (RADU LUCA VISION S.R.L.). The need for procurement arises from the termination, on 31.01.2026, of the Contractual Agreement no. 39431/13.06.2023 concluded with the ASSOCIATION OPTICA SOFIA SRL–EUROPAN PROD SA, at a physical execution stage of 95%.
The works concern streets, sidewalks, bicycle lanes, green spaces, irrigation system, underground road passage, and public lighting, at the sites in the central area of the municipality (Mihai Viteazu street, Republicii street, C-tin Popp street, Mihai Eminescu street, N. Bălcescu street, Tăbăcari street, Unirii Boulevard, Republicii Park, Cetate Park, Cathedral site, House of Culture site, etc.).
Number of days until which clarifications can be requested before the deadline for submission of offers: 20 days.
The contracting authority will respond clearly and fully to all clarification/additional information requests 11 days before the final date set for submission of offers.

The object of the procurement consists of continuation and completion of the execution of the works of "Modernization and Pedestrianization of the Central Area of Făgăraș" (SMIS code 335546), representing remaining works to be executed, as well as additional works (newly proposed), established based on the post-execution Technical Expertise no. 05.10/May 2026 (RADU LUCA VISION S.R.L.) and the Technical Project no. 04-C/2022 (ROAD CONSTRUCT S.R.L.).
The physical progress at the time of termination of the Contractual Agreement no. 39431/13.06.2023 is 95%, broken down as follows: street and sidewalk works, including bike sharing platforms (items 1-9) – 93-100%; landscaping works – 93%; irrigation system – 73%; underground road passage – 70%; public lighting – 100% (no remaining works to be executed).
Nature and quantities of remaining/additional works, by category:
Streets, sidewalks, bicycle lanes: completion of horizontal and vertical road markings; execution of 2 new drainage inlets at intersection areas with water stagnation (Tăbăcari/Mihai Viteazu street and Mihai Eminescu/Unirii Blvd.); no corrections needed in plan or longitudinal profile, existing road structure maintained.
Landscaping works: replanting of 30 pine trees on Unirii Blvd.
Irrigation system: system commissioning, identification and repair of potential leaks, completing missing sprinklers.
Underground road passage: installation of 2 mobile ramps for persons with disabilities (requiring ANRE certification for electrical installations) and supply/installation of 340 sqm of laminated and tempered glass (VSG) panels at the 4 accesses of the passage. (Works for repair of lighting fixtures, submersible pumps, and anti-corrosive paint of the metal structure are NOT subject to this procedure.)
