With the ESF federal programme "Education, Economy, Work in the Neighbourhood, BIWAQ", the Federal Ministry of Housing, Urban Development and Construction (BMWSB) grants grants for projects that combine labour market policy activities and approaches to strengthening the local economy with area-specific integrated urban development. The implementing bodies are the Federal Office of Administration (BVA) (BIWAQ IV) and the Deutsche Rentenversicherung Knappschaft-Bahn-See (DRV-KBS) (BIWAQ V).

Until now, the Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR) was commissioned with the scientific monitoring of BIWAQ and the programme management activities. In the future, these tasks are to be taken over by a director's office. The core tasks include providing expert advice to projects on application and project implementation, monitoring, the implementation of events and public relations.
