The purpose of this framework agreement is to select a maximum of 8 candidates (subject to a sufficient number of candidates) who will be put back into competition for each subsequent contract awarded on the basis of the framework agreement (contract of a periodic nature).

The expert is requested to study the project in order to provide an assessment of the technical and economic viability of the project through the identification of the main success and risk factors (SWOT Matrix)
