Framework agreement for bicycle parking facilities

Framework agreements for row bar and/or double parker Bike+Ride systems at DB Station&Service AG stations, their manufacture, delivery and assembly including screwing into the solid ground, duration 01.01.2023 to 31.12.2026.

The "Bike & Ride Offensive" of DB Station&Service AG and the Federal Ministry of Economics and Climate Protection (BMWK) support municipalities in building new bicycle parking spaces at train stations as part of the National Climate Protection Initiative.

In the coming years, many thousands of bicycle parking spaces are to be created at the stations. The common goal is to promote the switch from the car to "Bike & Ride" by making the station more attractive for cyclists and creating a sufficient, orderly and safe range of bicycle parking facilities. One element of the support of the municipalities is the availability of a framework agreement for the supply and installation of standard bicycle parking systems.

In order to be able to realize the intended amount of parking spaces as quickly and easily as possible, a strong standardization of the processes and the bicycle parking facilities is required. To ensure that municipalities can order bicycle parking facilities as quickly and easily as possible, DB Station&Service AG is carrying out the present Europe-wide tender (as a service for interested municipalities) of a framework contract in an open procedure. It is planned to conclude a framework agreement for the manufacture, delivery and installation of the standard system types in-line bracket system (high-low adjuster, one- and two-sided) and double-deck parker system (high-low adjuster, one- and two-sided). The system types must meet the requirements of DIN 79008 and are certified by an accredited testing body.

DB Station&Service AG is the client of this framework agreement, but is not entitled to order itself and can therefore not conclude individual contracts with the contractor on the basis of this framework agreement. DB Station&Service AG merely assumes a supporting function in the processing of individual orders between the respective customers and the contractor.

The BMWK with the project management agency 'Die Zukunft – Umwelt – Gesellschaft (ZUG) gGmbH and the client have launched this Bike+Ride offensive together in order to use these bicycle parking spaces to promote the switch from the car to the combination of bicycle and rail and thus municipal climate protection. Municipalities can apply for financing of up to 70% of the eligible costs via the guideline for the promotion of climate protection projects in the municipal environment ("Municipal Directive"). The municipal directive stipulates that orders from the municipalities may only be placed after this funding decision has been issued. On the part of the Federal Environment Ministry, there is a declaration of safety that the conclusion of this framework agreement does not result in an early start of measures and that this procedure is in principle in accordance with the municipal directive. In addition, the purchasers are solely responsible for compliance with their own procurement regulations. Federal states have also launched funding programmes. Municipalities that are supported by other funding programmes may also act as purchasers under this framework agreement. In addition, municipalities may also act as purchasers under this framework agreement if they bear the costs entirely yourself. This framework agreement contains the necessary regulations and specifications for the conclusion of individual contracts with the contractor.
