Key planning contents of the sewer construction project:
— 2.60 km new construction of a double tube approx. 2*DN1000,
— dismantling of the old asbestos-cement canal,
— new construction from approx. 500 m RW channel to DN1000,
— road restoration and new road construction in sub-areas,
— drive on house connections for wastewater and rainwater, assess and reinstall them if required

The HS 11 in Section 5 is an asbestos-cement channel (AZ channel) DN 1000-1200. The dismantling requires extensive safeguards, especially due to the inner-city location. A suitable disassembly concept is developed by a specialist company and must be taken into account in object planning. In section 5, the redevelopment concept developed envisages the dismantling of the old duct and the subsequent laying of a double tube (approx. 2 * DN1000) in the same route.
Due to the dismantling of the HS 11, temporary sewage management systems are to be planned to maintain waste water drainage. Temporary transitions of the RW channel are also to be planned.
In principle, the rainwater canal of the city drainage Düren is to be renewed in the same route. The extent to which a GL channel routing appears necessary or useful must be determined jointly in the further planning steps.
Road restorations and new road construction work must be carried out in the project. The planning specifications of the load carrier must be taken into account and agreed here. The eligible costs of road restorations are taken into account in object 1 (see Performance Program). The eligible costs of new road construction are taken into account in object 4.
For the planning area, it is necessary to investigate how the house connections are to be connected to the newly built HS 11 in the future. In addition to connecting the house connections directly to the new main collector, it is necessary to check whether a separate channel for collecting the site drainage is possible and useful, or if necessary in which sub-areas.
Planning for the necessary renovation of the house connections can only be carried out in the course of construction. After installing a temporary sewage pipeline, the house connections to be inspected (approx. 110 hE) must be driven through, evaluated and a renovation concept is to be created. The planner must evaluate the HaE, prepare a letter to the owners that will be sent through the city of Düren and then take over the technical advice of the owners. The implementation of the HA subject to restoration must then be implemented in sections of the actual construction project. The land connections to the RW channel (about 43) are driven by the city of Düren before the construction project and the results (videos) are made available for consideration in the planning process. Depending on the damage picture, the house and property connections must be renewed according to the specifications of the city of Düren. In order to allocate costs of the city of Düren with the homeowners then necessary, a separate cost item per connection must be provided for in the course.
Due to the possible odour emissions caused by the H2S problem, it is necessary to provide for the construction of exhaust air treatment plants.
The supply provider of the city of Düren is the management partners. As part of the construction project, supply lines will have to be relocated or relocated. The management partners will plan and carry out this work themselves. Only the required earthwork is taken into account in the planning and execution of this engineering contract.
Due to the inner-city location of the construction project, the scope of the construction work to be carried out and the interests of internal and external parties involved, great value is placed on accompanying and forward-looking communication with all parties involved or affected parties within the framework of the project. For this purpose, an external office is commissioned to design and carry out public relations work. This requires work and information from the commissioned planner time and time again. At least one report of the upcoming work and other important information for the parties involved and affected persons must be prepared every 2 months.
Due to the complexity of the construction project and the particular importance for the renewal of the city of Düren, the relevant bodies must be kept informed about the development of the construction project on an ongoing basis. Here, too, the participation of the planner is necessary. The planner also takes on various project management tasks. These tasks are to be performed by a methodological and knowledgeable employee of the planner, not involved in the planning process. For this purpose, a report will have to be produced quarterly, which critically scrutinizes deadline, cost and quality management in order to identify appointment, cost and technical problems at an early stage. Another task is the preparation and updating of a project manual. A quarterly creation and presentation of a presentation must be planned.
After commissioning, the planning services of the service phases (CP) 1-4 must be completed quickly by November 2023 at the latest. An approval period of 3 months between the beginning of December 2023 and the end of February 2024 was discussed with the district government of Cologne in advance. Due to the scope of services, it is expected that calls for tenders will have to be published throughout the EU. The planned start of construction in June 2025 has to be agreed on this. The pure construction period should be a maximum of 2.5 years.
