1. The object of the order is the development and implementation of a new electronic call center (ECO) service with ATIK along with indexation of key content of historical archival material collections and integration into the ZSOZ system.

2. A detailed description of the subject matter of the order shall include a model contract once with the annexes, as set out in Annex 8 to the Specification of the Terms of Order (hereinafter SWZ).

1. The object of the order is the development and implementation of a new electronic call center (ECO) service with ATIK along with indexation of key content of historical archival material collections and integration into the ZSOZ system.

2. A detailed description of the object of the contract shall include a model contract once with the annexes, as set out in Annex 8 to the SWZ.

3. Proceedings are implemented under project No RPMP.02.01.01-12-0155/19 BC “New services in the Electronic Service Center (ECO), electronic archive and public records”, axis 2 Digital Malopolska, operation 2.1 e-administration and open resources, suboperation 2.1.1 electronic administration — Regional operational programme of Lesser Poland Voivodeship 2014-2020 (RPO WM).

4. This procedure shall be procedure, in accordance with the Law of Public Procurement, hereinafter referred to as “the Act”, by means of an unrestricted tender, using the so-called “reverse procedure” described in Article 139 of the Act.

5. The Contracting Authority shall not allow the submission of partial tenders. The justification for not splitting the order into parts is provided in paragraph 3.5 of SWZ.

6. The Contracting Authority does not require the execution of the contract by protected work establishments, social cooperatives or other Contractors subject to the provision of Article 94 (1) of the Act.

7. The Contracting Authority does not require employment of persons on the basis of employment.

8. The Contracting Authority provides for the possibility of awarding contracts referred to in Article 214 (1) (7) of the Act, not exceeding 100% of the value of the basic contract. Accordingly, the Contracting Authority took into account the value of the contracts referred to in Article 214 (1) (7) of the Act in the amount of PLN 2 845 528,00 net. These orders will consist of a repetition of similar services, in relation to those described in this procedure in the template of the contract and the annexes thereto. The conditions under which the above contracts will be awarded shall correspond to the conditions set out in the template of the contract and the annexes thereto.

9. The Contracting Authority did not conduct preliminary market consultations prior to the initiation of the procedure.

10. The Contracting Authority in this proceeding does not require the Contractors to submit the measures of evidence in question.

11. The Contracting Authority allows the Contractor to carry out the subject of the contract using subcontractors on the terms set out in the SWZ.

12. The entry in Section II.2.7 shall read: the subject of the contract shall be carried out: during the period from the date of conclusion of the contract until 30 November 2022, including:

— stage 1: from the date of conclusion of the contract until 30 November 2021,

— Stage 2: from the date of conclusion of the contract until 30 June 2022,

— Stage 3: from the date of conclusion of the contract until 30 November 2022

13. In this proceeding, communication is carried out using the miniPortal https://miniportal.uzp.gov.pl/, ePUAPU https://obywatel.gov.pl/nforms/ezamowienia and e-mail. Details of how the Contracting Authority and Contractors are communicated are set out in point 10 of SWZ.

15. The Contractor shall submit a defect of PLN 80 000,00 before the expiry of the deadline for submission of tenders. The rules for bringing the defect are set out in paragraph 13 of SWZ.
