The present procedure with negotiation concerns the global outsourcing of the IS hosting of ODARC. The selected service provider will be responsible for administering the IS in its data center. This procedure is subject to the provisions of Articles L. 2124-3 and R. 2124-3 of the Public Order Code. Recourse to this procedure is motivated by the fact that the contracting authority is objectively not able to define the technical specifications with sufficient precision by referring to a standard, a common technical assessment and specification or a technical reference. Allotment is not considered within the framework of this project. The market is in fact built around a global provision of managed services both in a hosting component and in an application component.
