Universitätsklinikum Knappschaftskrankenhaus Bochum GmbH, In der Schornau 23-25, 44892 Bochum intends to completely renovate the existing high-rise bed building built in 1971. The rehabilitation project comprises the following components:
- Renovation of the wards in the ward house (levels 3-14),
- Renovation of the façade
- Construction of a helicopter roof landing pad according to § 6 LuftVG (Aviation Act) on the bed high-rise.
The University Hospital Knappschaftskrankenhaus Bochum, In der Schornau 23-25, 44892 Bochum intends to completely renovate the existing high-rise bed building from 1971. The rehabilitation project comprises the following components:
- Renovation of the wards in the ward house (levels 3-14),
- Renovation of the façade
- Construction of a helicopter roof landing pad according to § 6 LuftVG (Aviation Act) on the bed high-rise.
The planning is awarded as a whole in order to be able to optimally serve the interfaces of the individual projects. In principle, the architect is responsible for coordinating the interfaces to the other trades involved. Due to the complexity of the coordination services and the diversity of the projects to be planned, they should be served as comprehensively as possible and concentrated, provided that the necessary specialist knowledge for the individual planning areas is available.
The tender covers all planning services of the property planning required for the three renovation components, LPH 1-8, § 34HOAI.
For façade planning, the involvement of a façade specialist planner as part of the planning team is recommended.
The planning services are commissioned in accordance with HOAI.
The services are commissioned in three stages and are tailored to a corresponding project management:
- Level 1 includes the planning services of the service phases 1 - 4, § 34HOAI
- Stage 2 includes the execution planning of performance phase 5, § 34 HOAI
- Level 3 includes work phases 6 to 8, § 34 HOAI
In the area of renovation of the wards existing in the ward house (levels 3-14),
an order for the determination/calculation of planning fees § 11 paragraph 3 HOAI application.
The award of the construction services has not yet been determined and is carried out in individual trades or as a JV award, taking into account the correspondingly applicable procurement law principles.
Details of the project description for the provision of all necessary property planning services for the three renovation components can be found in the appendix "Project description and service profiles".
Construction costs by cost group:
A preliminary cost statement by cost group is attached to the procurement documents.
Special conditions:
Impairment of hospital operations when carrying out the construction project is to be avoided as far as possible.
Planning services begin immediately after the order has been placed. The start of construction must take place as soon as possible in accordance with the planning progress.
Property planning requires close and cooperative coordination with all other planning participants. The services of MEP planning and structural engineering are awarded in parallel tenders. The systems provided here under No. 6 of the document "Project description and service profiles" (1-10) are the basis for all planning assignments (object planning, MEP planning, structural engineering).
The construction times of the respective individual measures are assumed to be 7-9 months per station level and 12 months for the construction of the helipad. The construction time of the façade depends on the design of the bidder.
The local presence in Bochum must be ensured at tight intervals in accordance with planning requirements.
Personnel continuity with regard to the presence on site must be ensured as far as possible. Project and plan meetings take place in Bochum.
The contracting authority conducts the award procedure in accordance with the provisions of the Ordinance on the Award of Public Contracts (VgV 2016). The client observes the Tariff Compliance and Procurement Act NRW.
The client puts the service out to tender throughout Europe as part of a negotiation process.
The procedure conducted in accordance with §§ 17, 74 VgV consists of a participation competition and the subsequent selection of three applicants/applicant communities, who are invited to submit an initial offer and create an object-related concept for the implementation of the planning project. If there are more than three eligible applications from suitable applicants / applicant communities, the client will carry out a differentiating aptitude test in accordance with the attached evaluation matrix and invite the three applicants / applicant communities who have achieved the highest number of points to submit a bid. In the event of a tie, the lot decides.
The requested bidders submit a binding initial offer on the basis of the tender documents. After evaluating the initial offers, the bidders are given the opportunity to present their offer in a negotiation appointment and to negotiate the tender documents. All bidders will then be asked to submit a revised, final offer. The contract is awarded to the most economical offer.
In accordance with Section 17 (11) of the VgV, the client reserves the right to award the contract in accordance with the award criteria on the basis of the binding initial offers without entering into negotiations.
Otherwise, the bidders involved will be asked to negotiate and then submit revised bids.
After the offers have been checked, the award is based on the announced award criteria.
The service phases 1-4, § 34 HOAI are commissioned with the award of the contract.
The procedure is carried out electronically. Requests to participate (1st procedural stage) and offers (2nd procedural stage) must only be submitted electronically. All communication is carried out electronically.
A visit to the high-rise bed building or the local conditions for the preparation of the concept/initial offer can optionally be carried out within the offer period (2nd stage of the procedure). Appointments for the property inspection are to be arranged on request via the communication function of the procurement platform.
