The purpose of this European tender is to select a (combination of) service provider (s) that makes a (cloud) solution for case-oriented working (incl. Document management and customer portal) available to the Council of State and is capable of / to support the Council of State in a flexible manner in the (phased) implementation and management of the required application software and links, within the boundary conditions and scope to be set, whereby the implemented system (or combination of systems) offers optimum support. The Council of State expects the contractor to make a continuous and proactive contribution to the realization of the objectives of the Council of State.

1) The contractor is responsible for the entire implementation of the system, taking into account the objectives, scope and phasing set out in this selection guide and the appendices stated therein, as well as the 'frameworks' mentioned below:

- making available, on the basis of sufficient rights of use, all necessary parts / modules of the solution, including updates and upgrades,

- design (from Light blueprint to blueprint),

- supplying the required data model and data dictionary for the reports to be built by the Council of State,

- all configurations (design / parameterization),

- all couplings,

- implementation / supervision / support of all required test procedures,

- all training courses for users and administrators.

2) The contractor is responsible for the maintenance and / or hosting and management of the system, in line with the Council of State's view on sourcing.
